On 11/09/2025 at approximately 0340 hours, I responded to [1700 BLOCK] Bankhead Highway in reference to a concern for welfare. Upon arrival, I observed approximately fifty (50) individuals gathered in the area, most of whom appeared to be intoxicated. Several bystanders approached and pointed me toward a vehicle, advising that the problem was located there.

I observed a female later identified as [VICTIM #1] lying in the back seat of a car. She had visible swelling to her head and left eye, and her shirt was covered in blood. Due to a language barrier, communication was limited. None of the individuals on scene could identify her or provide details on what had occurred. I attempted to speak with [VICTIM #1], who repeatedly stated she did not want medical assistance. She appeared highly intoxicated and was unable to walk without assistance due to her injuries and level of impairment. [VICTIM #1] stated that someone had struck her in the head with a “chain.”

I notified EMS, who arrived shortly after and began evaluating [VICTIM #1]. While EMS was on scene, I continued to question multiple people nearby, but no one claimed to have witnessed the incident. I observed blood on the exterior of the bar as well as several broken beer bottles in the immediate area. After EMS completed their evaluation, [VICTIM #1] further stated that an individual known as “Chilongo” had entered the bar and struck her in the head with a pair of nunchucks. She claimed she defended herself by striking him in the head with a beer bottle. [VICTIM #1] refused transport and additional medical treatment, stating she did not wish further help.

I obtained a phone number for the individual known as Chilongo. Photos of [VICTIM #1]’s injuries and the scene were taken and will be uploaded to the case file.

Inv. Wynn was notified of the incident.
