On 5/5/2026 at approximately 2340 hours, I responded to [300 BLOCK] Foster Street in reference to a fight. Dispatch advised several people were fighting and that one person was armed with a handgun.
Upon my arrival, I noticed several hundred people in the parking lot. Most people were leaving the area because of the law enforcement presence. While walking towards other officers on the scene, I heard a female yelling and pointing at a white Nissan Sentra [REDACTED] and saying that the person in the driver’s seat was the one with the gun. I turned to look where they were pointing and saw a black man in brown shorts and a white shirt get into the driver’s seat.
I approached the vehicle with multiple officers, drew my department-issued Glock 17 (SN: CHKD380), and held it at a low ready while I gave commands for the driver to keep his hands up. The driver was slow to respond to my commands, but eventually he complied and put his hands up. I ordered the male out of the vehicle. I holstered my handgun and placed the male in double-locking handcuffs. I identified the male as Jahiem Johnson and asked for consent to search him. Jahiem gave me consent to search, but no items of interest were located. While speaking with Jahiem, I could smell the odor of an alcoholic beverage coming from his breath. I could also see that Jahiem’s eyes were bloodshot.
I walked Jahiem back to my patrol vehicle to separate him from the crowd. Jahiem explained that he was not involved in a fight and that he did not have a handgun with him. Jahiem claimed there was an argument in the parking lot, but no fight.
Based on the strong odor of an alcoholic beverage coming from Jahiem’s breath, slurred speech, and his bloodshot eyes, I began investigating a possible DUI. Having seen Jahiem entering the driver’s seat of the Nissan, it was apparent that Jahiem was attempting to leave the scene in the Nissan along with everyone else who was leaving the scene.
I asked Jahiem how much alcohol he had consumed. Jahiem admitted to consuming three shots of liquor. I asked Jahiem how he felt on a scale of one to ten, one being sober and ten being extremely intoxicated. Jahiem said he felt like he was a five and that he felt the effects of the alcohol. At one point, Jahiem admitted to feeling drunk. Based on my observations of Jahiem, his admission to consuming several alcoholic beverages, and seeing him entering the driver’s seat of a vehicle and attempting to drive away, I asked Jahiem if he was willing to do Standardized Field Sobriety Tests. Jahiem said he was willing but insisted he was not driving. I explained that Jahiem was in control of the vehicle because I observed him entering the driver’s seat, starting the vehicle, and leaving the area.

I asked Jahiem to blow into a portable breath test. The test result showed 0.136 BrAC, testing positive for alcohol. Based on my observations of Jahiem while talking to him, his admission to consuming several alcoholic beverages, feeling drunk, and my observations during SFSTs, I placed him under arrest. I placed Jahiem back in handcuffs. I then read Jahiem the Implied Consent Notice for Suspects Age 21 or Over. Jahiem refused to give blood. I then secured Jahiem in the rear of my patrol vehicle.
I conducted a search of the white Nissan for intoxicants. I located several Cutwater Lime Margarita drinks (12.5 ABV) in the vehicle, including an open container in the front driver’s cupholder, within arm’s reach of Jahiem.
I then transported Jahiem to the Carroll County Jail. I completed a DDS1205, which Jahiem signed. I then turned Jahiem over to the jail staff for booking.
