Officer’s Narrative:

On June 1, 2025, at approximately 04:08 hours, I was dispatched to [20 BLOCK] Old Draketown Trail in reference to a domestic dispute.

Upon my arrival, I walked into an open door and made contact with the victim, [VICTIM #1] as she was placing clothes back into the residence. I immediately observed the offender, James Landrum, walking in [VICTIM #1]’s direction. I immediately instructed James to have a seat at the kitchen table and asked what the disturbance was about. Both continued to argue back and forth. After explaining to both parties that I had already observed damage to both, and that I’d be forced to make a decision solely based on my observation and professional experience if they couldn’t be civil both parties calmed down. Due to [VICTIM #1] being the complainant, I asked her to speak first.

[VICTIM #1] advised the confrontation began when she grabbed James’ phone in order to change the music currently playing. James attempted to snatch the phone from [VICTIM #1]’s hand and she pulled away. James proceeded to take [VICTIM #1]’s phone and left the residence for two hours. He returned to the residence two hours later without the vehicle. [VICTIM #1] was now operating her work room inside what appeared to be an office room inside of the residence. James entered the room with a very loud voice advising [VICTIM #1] to return his phone. [VICTIM #1] continued to ask James to leave for the night, after returning his phone. As she attempted to walk out of the room to smoke a cigarette on the porch, James blocked the entrance and would not allow her to leave until she forced herself to pass him by pushing him to the side. As she continued to walk outside, He continued to push her and antagonize her. Once outside, James uttered the words “You want me to treat you like a man fine.” James then placed his hands around [VICTIM #1]’s neck and applied pressure in an act to strangle her. He pushed her to the ground, as she was trying to catch herself from falling, she scratched James’ neck. After hitting the ground, James struck [VICTIM #1] I’m the face with a closed face “a few times.” During this altercation James’s phone was tossed on the ground and the screen cracked but still was in operating condition. [VICTIM #1] had six scratch marks on her left arm that appeared to have been inflicted simultaneously and an open wound mark on her right wrist. [VICTIM #1] at first stated he attempted to cut and readvised the statement that she did not know where they came from.

After [VICTIM #1] completed her story, I asked Jamed “What part of that story is true or false.” James advised the entire story was false and she slashed his tires. I asked James to tell me his story. James advised she slashed her tires. I asked James when she slashed her tires and he advised “She done it so many times.” I asked James when were the tires slashed tonight before or after he left and he advised “Before she jumped on me.” An assisting deputy stepped outside to attempt to observe the vehicle. The vehicle was no longer outside. When asked where the vehicle was James replied “Up the road.” James advised while both parties were outside the phone was damaged by [VICTIM #1] stepping on it. Due to James advised none of [VICTIM #1]’s story was true, but his comments aligned with [VICTIM #1]’s story, the marking on his neck showing to be defense marks from the positioning and angle of them, and James returning to the altercation making him the predominant aggressor. I placed him in double-locked handcuffs to the rear and advised him he was under arrest and charged with family violence battery and aggravated assault by strangulation. James was placed in my patrol car for transportation.

After placing James in the patrol car, I was able to ask [VICTIM #1] to explain the story once more and fill out a statement form. While [VICTIM #1] was speaking, I was able to hear a drastic difference in her voice as if one of her nasal passages was closing, causing me to look closer at her nose. The strikes from James had swollen her lower and shifted her nose causing it to appear broken. I asked [VICTIM #1] when James had his hands around your throat strangling you did your breathing pattern change. [VICTIM #1] advised, “It felt difficult to breathe a little.” I advised [VICTIM #1] that it would be smart to be at least checked on by the paramedics and she advised yes. Paramedics advised her nose was most likely broken. [VICTIM #1]’s statement form matched her storty, but left out the intial statement about being stabbed by a knife. I advised [VICTIM #1] of the arresting process and issued her a case card.

James was transported to Carroll County Jail for booking. All pictures from this incident were placed in the linked files tab of this report. After releasing James to the Jail, I was able to locate the vehicle. The vehicle did have a flat tire. There was obvious signs of the flat tire being sliced with a knife and being driven on while flat. At approximately 11:30 hours [VICTIM #1] called to inform me that she had been released from Tanner Villa Rica Emergency Room where she was advised that her nose was broken.
