[NARRATIVE #1 on February 10, 2026]

On February 10th, 2026 at approximately 2351 hours, I Officer C. Wheelus was dispatched for a suspicious person at the Waffle House located at [300 BLOCK] E. College St. Bowdon, Ga. 30108.

Myself and Officer N. Biggers arrived on scene in our marked patrol cars at approximately 2351 hours and observed a white male coming outside the Waffle House into the parking matching the description of the subject given to dispatch. We began to question the individual, Jay Lee Carroll DOB [REDACTED], and it seemed he may have been impaired in some way. Carroll would not answer our questions and was becoming increasingly agitated with our questions and presence.

Officer Biggers walked to his patrol car to retrieve gloves and then Carroll said to me he was leaving and I responded that he wasn’t leaving until we were done with our investigation. Carroll then tried to get to his car and began to resist me by pulling away. I grabbed his arms and tried to pin Carroll against the hood of his car then Officer Biggers saw the struggle going on and came to assist. Carroll pulled his jacket off and got away from us and began running from the Waffle House parking lot to E. College St. and continued East on E. College St. and ran into the laundry mat located at [300 BLOCK] E College St. Bowdon.

Carroll locked the doors to the laundry mat as he went inside. Officer Biggers pulled on the door and was able to gain access. We entered the laundry mat with our tasers drawn and began giving commands to Carroll in the left back corner. Carroll raised his hands until we approached and tried to apply cuffs on him then he began to resist us by pulling away. Myself and Biggers began to going hands on with Carroll as he was trying to get to the front doors of the laundry mat. At the front of the laundry mat we were able to get Carroll on the ground and gain control with the assist of Carroll County Deputy Grubber who arrived on scene. Carroll was placed under arrest and taken to Carroll County Jail located at 1000 Newnan Rd. Carrollton, Ga. for processing for charges of Obstruction and Disorderly Conduct.

[NARRATIVE #2 on February 10, 2026]

I Officer Biggers was dispatched with Officer Wheelus in reference to a suspicious white male at the waffle house.

Upon arrival we were met at the front door by a white male fitting the description, Later to be identified as Jay Carroll. Carroll appeared to be under the influence of something, unsure at that time what it was. He was uncooperative from the start from refusing to answer questions and refusing to stand still. At this time I returned to my marked patrol vehicle to retrieve gloves so I could perform at outer clothing pat down on Carroll. After getting my gloves I turned around to find Officer Wheelus trying to keep Carroll from getting into his vehicle. Carroll then began to try and force himself past Wheelus. At this time I was beside Wheelus trying to get control of Carroll.

Carroll then began to turn and slip out of his zip up jacket and start running from Waffle House toward the Laundry Mat. Wheelus advised that Carroll was fleeing on foot. Carroll entered the Laundry Mat and lock both doors to keep myself and Wheelus out. Once we noticed he was in the business I pulled on the door to find it locked, I pulled harder on both doors and it opened, no damages were done to the door. After gaining access to the business myself and Wheelus then surrounded Carroll holding him at taser point. We then advanced toward him were he then began to fight with us again. We were finally able to get him to his knees where he was still being uncooperative.

Wheelus had control of his legs where I had control of his upper body. We then were able to get one cuff on when a Carroll County Deputy entered the business and assisted us in getting the final cuff on Carroll. Carroll was then taken into custody and transported to Carroll County Jail by Wheelus for processing for the charges of Obstruction and Disorderly Conduct.
