Officer’s Narrative:

On October 31, 2025, at approximately 02:37 hours, I was notified by dispatch to respond to [700 BLOCK] Old Five Notch Road in reference to an unknown problem. Dispatch advised that a male could be heard yelling, “Please help,” followed by sounds of screaming. At approximately 02:39 hours, dispatch further advised that the caller had begun crying on the phone and stated that his brother, identified as Jeffrey Taylor, was armed with a knife.

Upon my arrival, I observed a broken door on the detached garage adjacent to the residence. Once additional deputies arrived on scene — Sgt. Prince (Badge #958), Deputy Robinson (Badge #989), Deputy Jordan (Badge #916), and myself — we cleared the detached garage and searched the surrounding area with negative results.

We then entered the attached garage of the residence and observed multiple objects strewn across the floor. Inside the residence, I made contact with the complainant, [VICTIM #1], his mother, [WITNESS #1], and his nephew, [WITNESS #2], who were seated in the living room. While walking through the home, I observed a broken lamp on the kitchen floor, brown liquid on the kitchen floor and side tables, and several overturned or damaged household items in both the kitchen and living room areas.

While interviewing [VICTIM #1], he explained that his brother, Jeffrey Taylor, had become irate and was yelling because a female he reportedly obtains methamphetamine from was not responding to his messages. [VICTIM #1] stated that due to Jeffrey’s escalating behavior, he told Jeffrey to go outside. This led to a verbal altercation, which became physical when Jeffrey pushed [VICTIM #1] while [VICTIM #1] was seated in a living room chair, nearly causing him to fall backward. Jeffrey reportedly believed [VICTIM #1] had called 911, though [VICTIM #1] stated he was only holding his phone.

[VICTIM #1] stated that Jeffrey then walked away and returned with a chef’s knife. After observing this, [VICTIM #1] called 911. [VICTIM #1] reported that Jeffrey held the knife to his throat and stated that he was going to kill him. [VICTIM #1] added that Jeffrey attempted to slap his phone away while he was still speaking with dispatch, then began throwing objects around the house. [VICTIM #1] stated Jeffrey threw a cold pot of coffee on him and then ran through the garage door, possibly still armed with the knife. [VICTIM #1] believed Jeffrey was hiding in one of the fields surrounding the property.

After hearing this information, Sgt. Prince instructed Deputy Eidson (Badge #945) to retrieve the drone to assist in locating Jeffrey. While waiting on the drone, I interviewed [WITNESS #1]. [WITNESS #1] stated she came out of her bedroom after hearing Jeffrey arguing with [VICTIM #1] and [WITNESS #2]. She witnessed Jeffrey tipping [VICTIM #1]’s chair forward, causing [VICTIM #1] to stand up, at which point Jeffrey began pushing him. [WITNESS #1] stated she returned to her bedroom and called 911.

Both [VICTIM #1] and [WITNESS #1] stated that they wished to pursue charges against Jeffrey Taylor. All three — [VICTIM #1], [WITNESS #1], and [WITNESS #2] — completed witness statements.

While waiting for the statements to be completed, Sgt. Prince located a heat signature in the field across from [900 BLOCK] Old Five Notch Road that appeared to be someone crouched down with a shirt pulled over their head. Deputies responded to the area; however, visual contact was lost, and the drone battery was low. Deputies Robinson, Jordan, Eidson, and I began searching the field on foot with negative results. Sgt. Prince replaced the drone battery and continued the search, soon relocating the heat signature and relaying its position via radio.

Deputy Robinson located Jeffrey Taylor lying on the ground, attempting to avoid detection, and gave verbal commands. Jeffrey ignored commands and concealed his hands beneath his body. Deputy Robinson secured Jeffrey’s left wrist in handcuffs, at which point Jeffrey began reaching into his waistband. Due to the possibility that Jeffrey was still armed, and his continued resistance, Deputy Robinson delivered several closed-fist strikes to Jeffrey’s facial area to no avail. Deputy Jordan then applied a drive stun with his Taser to Jeffrey’s left shoulder area.

Jeffrey continued to resist, reaching toward his waistband as Deputy Eidson and I attempted to gain control of his right arm. Deputy Eidson stated that Jeffrey had an object in his hand. Deputy Robinson then delivered additional closed-fist strikes to Jeffrey’s facial area, after which Jeffrey became compliant and was fully handcuffed. A search of Jeffrey’s person and the immediate area was conducted; however, no knife was located.

Jeffrey Taylor was transported back to [700 BLOCK] Old Five Notch Road for evaluation by EMS. While EMS examined Jeffrey, I returned to the residence to document damage caused during the incident. Upon reentry, I observed that the living room and kitchen had been cleaned. I photographed the broken lamp, as well as the damaged door and frame of the detached garage, which were reportedly destroyed by Jeffrey. The damage was estimated to over $500.00.

Investigative Summary

Based on my investigation, there is probable cause to believe that Jeffrey Taylor committed the offenses of Aggravated Assault (FVA), Criminal Damage to Property (2nd Degree), Simple Battery (FVA), Terroristic Threats and Acts (FVA), and Interference with a 911 Call, in violation of the Official Code of Georgia Annotated (OCGA).

  1. Aggravated Assault (FVA) – OCGA §16-5-21

During a domestic dispute, Jeffrey Taylor armed himself with a chef’s knife and held it to his brother [VICTIM #1]’s throat while stating that he was going to kill him. This act placed [VICTIM #1] in immediate fear for his life and constitutes an assault with a deadly weapon against a family member, meeting the elements of Aggravated Assault (Family Violence Act).

  1. Criminal Damage to Property – 2nd Degree – OCGA §16-7-23

During the altercation, Jeffrey caused significant damage to the detached garage door and door frame, which were found broken and destroyed. The damage was intentional and occurred without the owner’s consent, satisfying the elements of Criminal Damage to Property in the Second Degree.

  1. Simple Battery (FVA) – OCGA §16-5-23

Jeffrey pushed [VICTIM #1] while he was seated in a chair in the living room, [VICTIM #1] then regained his footing, Jeffrey then pushed him again causing [VICTIM #1] to nearly fall backward. Jeffrey then threw a cold pot of coffee at [VICTIM #1]. The unwanted physical contact was made intentionally and occurred between family members, meeting the elements of Simple Battery under the Family Violence Act.

  1. Terroristic Threats and Acts (FVA) – OCGA §16-11-37

Jeffrey threatened to kill [VICTIM #1] while brandishing a knife. The threat was made with the purpose of terrorizing [VICTIM #1] and was corroborated by both [VICTIM #1]’s and [WITNESS #1]’s statements. This constitutes Terroristic Threats and Acts under OCGA §16-11-37, and falls under the Family Violence Act due to the familial relationship.

  1. Interference with a 911 Call – OCGA §16-10-24.3

While [VICTIM #1] was actively speaking with 911 dispatch, Jeffrey attempted to slap the phone away from him in an effort to prevent him from requesting emergency assistance. This act meets the statutory elements of Interference with a 911 Call.

Conclusion

Based on witness statements, physical evidence, and officer observations, there is sufficient probable cause to charge Jeffrey Taylor with the above offenses under OCGA. These actions collectively demonstrate an ongoing pattern of violence and intimidation within the household, qualifying the applicable charges under the Family Violence Act (FVA).

Jeffrey Taylor was placed under arrest and transported to the Carroll County Sheriff’s Office, where he was turned over to jail staff for booking.
