On the date and time listed above, I, Ofc. Acord was working on an accident on Adamson Square. The driver was found to be under the influence and was arrested and placed in the rear of my vehicle. After placing the driver in the back of my patrol vehicle, I observed a group of people attempting to fight.
Among the crowd, I saw a black male with a beenie on, his hands up in a fighting stance, while yelling at another party. The male continued to move towards the other party, attempting to engage in a fight.
I radioed Carroll County Dispatch to report that a fight was starting and that I was on the scene. I ran up to a large group, attempting to separate all parties involved. While doing this, I saw the male who had started the altercation yelling and cursing, despite people around him trying to calm him down. I called out to units around me that he was the one provoking and engaging in the fight, and went to arrest him.
I grabbed him. When I did, he attempted to pull his hands away. As I tried to get control of his hands, he continued to pull away, causing us to run into a door to the Southwire building. Once in front of the building, I pulled the suspect to the ground, where several other officers had to help gain control of his hands. With their help, we were able to place him in the rear of Ofc. Muffley patrol vehicle.
After this, all the bars on Adamson Square were closed, and people outside had no lawful reason to be there. Despite several officers telling them to leave the area, they refused to disperse. The crowd that was estimated to be over 100 was extremely aggressive, most of them intoxicated, and refusing to comply with lawfull commands.
Due to their refusal and the apparent potential for the crowd to get larger, and more serious incidents to occur, Cpl. Moreau deployed pepperball into the crowd.
This was highly effective, and the crowd dispersed.
The suspect was identified as Jerrell Johnson. He was arrested and charged with the following:
Dis. Conduct (Provoking and Engaging) – C66-7(A)(4)
Obstruction – C66-7(A)(22)
