On May 31, 2026, at approximately 2117 hours, I responded to [1300 BLOCK] Lakeview Parkway in Villa Rica, Georgia, in reference to a possible domestic dispute in progress.
Upon my arrival, I observed several individuals gathered in the front yard of the residence and a vehicle running in the driveway at [1300 BLOCK] lakeview parkway. As I pulled into the driveway, I observed a black female, later identified as Jessica Buterbaugh, run toward the front porch and aggressively charge toward family members while swinging her fists in their direction. Approximately five to six family members immediately restrained Jessica and moved her onto a couch inside the living room.
Due to the ongoing disturbance and the possibility of further violence, I entered the residence and separated the involved parties.
I made contact with [WITNESS #1], who identified herself as Jessica’s mother. [WITNESS #1] stated that Jessica had consumed a significant amount of alcohol and was heavily intoxicated. [WITNESS #1] stated that Jessica was attempting to leave the residence in her vehicle despite her level of intoxication and that a verbal argument began when family members attempted to prevent her from driving. [WITNESS #1] stated that the argument escalated immediately prior to my arrival.
I attempted to interview Jessica regarding the incident; however, she was extremely emotional, yelling, and would not cooperate with deputies or answer questions regarding the disturbance. Jessica appeared highly intoxicated. Her speech was slurred, she was unsteady on her feet, and she continued yelling throughout the incident.
Due to Jessica’s continued aggressive behavior, her level of intoxication, and my observation of her attempting to physically strike multiple individuals, deputies detained and secured Jessica in handcuffs behind her back to prevent the disturbance from resuming. Jessica was then secured in the rear seat of my patrol vehicle. [WITNESS #1] stated that family members were only attempting to prevent Jessica from driving while intoxicated and that they did not wish to pursue charges against her. [WITNESS #1] advised that she simply wanted Jessica to calm down and sober up.
No visible injuries were observed on any involved party.
Based upon my personal observation of Jessica engaging in violent and tumultuous behavior by attempting to physically fight multiple occupants of the residence, Jessica was placed under arrest for Disorderly Conduct.
While transporting Jessica to the Carroll County Jail, she began crying and complained that the handcuffs were causing significant discomfort. I stopped at the Fairfield Plantation Fire Rescue Station, adjusted the handcuffs, and re-secured Jessica in the patrol vehicle. Transportation then continued without further incident.
