OBSTRUCTION OF A POLICE OFFICER

On 1/19/2026 at approximately 0226 hours, I responded to [900 BLOCK] Lovvorn Road in reference to a suspicious person in apartment [REDACTED]. Dispatch advised that the residents in apartment [REDACTED] were being disturbed by their neighbor, who was banging on their door and screaming. Dispatch described the suspect as a heavyset white female.

Upon my arrival, I spoke with the residents of apartment [REDACTED]. [VICTIM #1] answered the door and explained that her neighbor in apartment [REDACTED] was extremely intoxicated and causing a disturbance. [VICTIM #1] explained that her neighbor was banging and kicking her door because of a dispute with [VICTIM #1]’s roommate, [REDACTED]. [REDACTED] explained that the female believed her husband, [REDACTED], was cheating on her with [REDACTED].

I then went to speak with the suspect female in apartment [REDACTED]. The female, later identified as Jessica Thompson, answered the door by cracking it open. I immediately saw that Jessica’s face was flushed, and I smelled the odor of an alcoholic beverage on her breath. I asked Jessica to exit her apartment and speak with me outside. Jessica was holding onto a large dog, which was barking and growling. I explained to Jessica that I wanted to ask her some questions and did not want the dog involved. Jessica continued to refuse to leave her door or put the dog inside. I then explained to Jessica that I was giving her a lawful command to exit her apartment, leave the dog inside, and talk with me outside. I also explained to Jessica that I was investigating a possible crime and that she was detained. Jessica still refused to exit her apartment. She closed the front door and locked it, returning to her bedroom.

Jessica’s roommate opened the front door. She explained to Jessica that if she did not listen to us, she would go to jail. I called out to Jessica and explained that she was actively obstructing my investigation and that I would place her under arrest if she did not comply with my commands. Jessica still continued to obstruct. Jessica eventually exited her apartment with her roommate’s convincing. Jessica immediately placed her hands behind her back and asked me to arrest her. I explained to Jessica that I just wanted to discuss her behavior. Jessica told me that she was intoxicated and that she had kicked on her neighbor’s door.

I then placed Jessica in double-locking handcuffs, both hands to the rear, and checked for proper fit. I walked Jessica to my patrol car and secured her in the rear. I transported Jessica to the Carroll County Jail for booking. While at the Jail, I read Jessica her Miranda Rights and asked her to explain why she was kicking on her neighbor’s door. Jessica explained that she was upset with her neighbor because Jessica’s boyfriend had said he would have sexual relations with the females in apartment [REDACTED]. Jessica apologized and admitted that she knew she was wrong for causing a disturbance in public while under the influence of alcohol. Jessica also understood that she had disobeyed my lawful commands and said that she was just upset.

Jessica was charged with the following:

  • C66-7(A)(21) Disordery Conduct Public Drunk
  • C66-7(A)(22) Obstruction
