On 12/31/2025, I responded to [3700 BLOCK] East Highway 5 in reference to domestic dispute. Dispatch advised that the male involved sounded to be intoxicated and was trying to leave the residence.
I arrived on scene with Sgt. Hutcheson, Cpl. Tovey, and Dep. Barber. Myself and Dep. Barber made contact with the complainant, Jorge Alvarado Torres, while Sgt. Hutcheson and Cpl. Tovey made contact with the other involved parties.
I asked Jorge what was going on and he stated that him and his wife, [VICTIM #1], were having relationship issues and he came to talk to his step mom about it. He stated that he had around 4 or 5 beers and went inside, he was met with a verbal altercation. Jorge stated that [VICTIM #1] pushed him and slapped him as hard as she could in the mouth. He stated that was all that happened
Dep. Barber went to corroborate Jorge’s story with [VICTIM #1] inside the residence, at which time, Jorge stated that he then put his hands around [VICTIM #1]’s throat and choked her for hitting him. Jorge was claiming the act to be self defense but had no marks indicating he had been hit.
[VICTIM #1] had visible red marks around her neck consistent with being strangled, she also noted that she had difficulty breathing while Jorge was choking her. [VICTIM #1] also was visibly upset and crying but stated she did not want to press charges on Jorge.
[VICTIM #1]’s mother, [WITNESS #1] witnessed the incident and was very forthcoming about the situation. [WITNESS #1] stated that Jorge came to the house stating that he was there to talk to her, not her daughter. She stated that a verbal argument ensued from there Jorge was in [VICTIM #1]’s face yelling derogatory statements. She advised that Jorge jumped on top on [VICTIM #1] and began choking her. She stated the she tried to stop him but was unable until [VICTIM #1] was finally able to push him off her, take his keys so he couldn’t leave, and call 911.
I placed Jorge in double locked handcuffs, checked for fit, and placed in the back of my patrol car. [VICTIM #1] did not want Jorge to go to jail but based on the totality of the circumstances, Jorge was arrested for aggravated assault by strangulation. [VICTIM #1] was advised how to get in contact with the women’s shelter and [WITNESS #1] agreed to fill out a witness statement form.
I transported Jorge to the jail and charged him with aggravated assault by strangulation. At this time, I have nothing further to report.
