On 03/29/2026 at 0147 hours, several other officers and I were patrolling the area of Adamson Square on foot. This patrol was in response to a large crowd of individuals under the influence of alcohol. It should be noted that several Bars had closed at approximately 0130 hours, and approximately 15 minutes later, several individuals who had still not left the area were standing around, acting boisterously and yelling loudly. There were approximately 7 marked patrol cars with their blue emergency lights activated in the immediate area of Adamson Square at this time.

While standing in the southwest quadrant, I began to hear a male voice screaming in the passageway to the Presbyterian Avenue Parking Lot. I heard a female, later identified as [VICTIM #1], yelling something along the lines, Stop! Please Stop! No! I began to walk quickly towards the passageway with Ofc. Rodriguez #214. I then saw a white male in a camouflage jacket with the hood up and jeans, later identified as Joshua Blair, aggressively bucking his chest towards a male in a white shirt and a male in all dark colored clothing. Joshua had his arms down by his side, and I could see both of his hands balled up in a fist in a fighting stance. [VICTIM #1] then stepped in between Joshua and the two other unidentified males and had to physically push Joshua away from the males. Joshua kept trying to push past [VICTIM #1] to reach the two males. Joshua was screaming aggressively, making statements along the lines of, Come on! Come on, man! directed at the two males. The male in white immediately walked away from Joshua as he began to act aggressively, while the male in dark-colored clothing stood with one hand in his pocket and the other at his side, in a non-aggressive manner.

I quickly approached Joshua and placed him in handcuffs that were double-locked and checked for fit with assistance from Ofc. Rodriguez.

Due to Joshua acting aggressively towards the two males in a fighting stance in an apparent attempt to incite a physical altercation, I informed him that he was under arrest for the following at approximately 0205 hours.

• Disorderly Conduct (Provoke/Engage Fight) C66-7(A)(4)

A search of Joshua incident to arrest revealed no items of interest, and he was placed in the rear of my marked patrol car.

I began a Mirandized interview with Joshua. The following is a summary of said interview.

• Joshua observed a group of people (including the male in the white shirt and the male wearing all dark colored clothing) standing next to [VICTIM #1]’ car (White Honda Civic GA-Tag – [REDACTED]).
• The group placed a drink on the trunk, and Joshua’s cousin, later identified as [REDACTED], asked them to move the drink.
• The males then began to draw in the car’s dust, so Joshua decided to approach them.
• The above incident occurred over a long period of time.

I informed Joshua that he should have approached one of the several uniformed officers or a marked patrol car with blue lights to notify law enforcement of the incident, and he agreed.

[REDACTED] and Joshua appeared to be in an intoxicated state as they both had the overwhelming odor of an alcoholic beverage emanating from their persons.

Joshua was transported to the Carroll County Sheriff’s Office and turned over to their custody at approximately 0223 hours.

Joshua was photographed at the CCSO, and a copy of his citation was placed in his property.
