April 18, 2026, at 2346 hours to assist employees and patrons in preventing Juan Garcia from driving intoxicated. Employees called officers, and we responded. Employees convinced Juan to stay and hand over his keys. Juan was actively trying to leave when officers arrived. As he exited and returned to the Irish Bred Pub, he was being assisted by others while still stumbling and struggling to walk straight.
I would return to patrol and later back to Adamson Square, which was packed with patrons, at several establishments. I watched Juan enter his vehicle’s ‘sdriver’s seat at least three times over about one hour. He would activate the brake lights and open the door each time, and appeared to be looking for his keys to drive away. After the last trip to the truck, I was called by a patron at the Irish Bred Pub who watched Juan fall from his intoxication. Juan was reportedly arguing with a security guard at the door. I relocated to the area and was approached by patron [WITNESS #1] and employee [WITNESS #2]. They reported again that Juan, who was a friend of [WITNESS #1]’s, was yelling at the security guard and had threatened to start fighting people for not allowing him to drive, intoxicated.
I went to locate Juan, who was not standing in Adamson Square, a roadway. Juan approached me and said someone had taken his keys and wallet. Juan’s wallet was never found, and I later searched his truck with his consent. Juan was clearly intoxicated by his odor, stance, and slurred speech. Juan was a risk to himself at that point, being in a roadway, and had increasingly become violent with employees and a patron of the Irish Bred Pub. He denied threatening anyone, but I had received numerous complaints from employees and patrons.
Juan was placed under arrest for Disorderly Conduct: Public Drunk C66-7(A)(21). I transported Juan to the Carroll County Jail for processing.
En route to the jail, Juan began threatening my job and made threats about “H boys” coming to get me, interpreted as a threat of gang violence. At the jail, I learned Juan Garcia was from Humble, TX, and related to the statements.
