On 3/15/2026 at approximately 1837 hours, I responded to the area of 201 Newnan Road in reference to a dispute in progress. Dispatch advised that a drunk Hispanic male was trying to fight multiple people at the soccer field. Dispatch also advised the caller was a 12-year-old who claimed the man was trying to fight his dad.
Upon my arrival, I located the complainant, who pointed to a Hispanic male wearing an orange jersey. The male was later identified as Julio Escobar. I walked with Julio to the front of my patrol vehicle to separate him from the other parties involved. I tried to talk to Julio, but he only spoke Spanish. I was able to get Julio’s name and date of birth. While speaking to Julio, I could smell the overwhelming odor of an alcoholic beverage coming from his breath. It was difficult to understand Julio due to his slurred speech. I asked Julio how many alcoholic beverages he had consumed. Julio guessed that he had consumed six beers.
I went to speak with the original complainant, [REDACTED BY AGENCY] who explained that Julio was extremely intoxicated and was trying to fight with his dad, [WITNESS #1]. [REDACTED BY AGENCY] explained that Julio swung at his dad, trying to hit him. [REDACTED BY AGENCY] was not sure why Julio was upset, and did not know him. I asked [REDACTED BY AGENCY] what made him think Julio was intoxicated. He told me that it was because of his behavior, and he had seen him drinking.
I attempted to talk to [WITNESS #1] and his wife, [WITNESS #2], having [REDACTED BY AGENCY] translate to spanish for me. [WITNESS #2] and [WITNESS #1] both gave a similar account of events and said that Julio was extremely intoxicated, being loud and belligerent. [REDACTED BY AGENCY] was not sure why Julio wanted to fight, but stated that he avoided the confrontation.
I spoke with [WITNESS #3], who explained that she had driven Julio to the park and that he had been drinking several beers. [WITNESS #3] was not able to provide much further information due to the language barrier.
While speaking with Julio, he began shouting towards [REDACTED BY AGENCY] [WITNESS #1], and [WITNESS #2]. I decided to place Julio in double-locking handcuffs, both hands behind his back, and checked for proper fit. I secured Julio in the rear of my patrol vehicle and transported him to the Carroll County Jail for booking.
Julio was charged with the following:
- C66-7(A)(21) Disorderly Conduct: Public Drunk
