On March 16, 2026, at approximately 17:01 hours, I was dispatched to [200 BLOCK] Greentree Trail in reference to a domestic dispute in progress.

While en route to the residence, dispatch advised that the complainant, [WITNESS #1], was currently having an altercation with his mother’s boyfriend, Julio Escobar. [WITNESS #1] advised dispatch that Julio had possibly attempted to rape his mother, [VICTIM #1], and that he was attempting to restrain him. Dispatch advised [WITNESS #1] to release him. After [WITNESS #1] released Julio, Julio fled into the woods.

I received a description of a short Hispanic male, wearing black pants and an orange shirt with the number 12 on it. Upon arriving in the area, I attempted to locate Julio without success.

I relocated to the residence and contacted [WITNESS #1] and [VICTIM #1]. [WITNESS #1] advised that while downstairs, he heard his mother scream “help” as she left the room. [WITNESS #1] made contact with Julio and attempted to hold him in the residence while calling 911.

Due to [VICTIM #1] not speaking English, [WITNESS #1] translated the incident from her perspective for me.

Julio advised that he wanted [VICTIM #1] to retrieve cash from her bank account that she had deposited. When [VICTIM #1] gave him a debit card instead, he became angry and placed his hands around her throat and strangled her.

[VICTIM #1] had obvious strangulation marks around her neck and a very stretched t-shirt. I asked [WITNESS #1] to ask her if she would like to press charges, due to the incident not being family violence, and she advised yes. I advised her of her case number, resources available to her, and took pictures that were placed in the linked files tab of this report. I advised [WITNESS #1] that if he returned, I would not allow him back in the residence and that I would attempt to locate him once more.

After leaving the residence, I returned to Pebblebrook Way to attempt to locate Julio. Approaching [100 BLOCK] Pebblebrook Way, I observed a Hispanic male wearing an orange shirt with the number 12 on it. I exited my vehicle, instructed Julio to approach me, and verified his name. Once verified, I detained Julio and immediately smelled the overwhelming smell of an alcoholic beverage. I observed what appeared to be a defensive scratch from [VICTIM #1] angling down and to the left side of Julio’s forehead.

Based on the knowledge I received from [WITNESS #1] and [VICTIM #1], Julio fled the scene, being heavily intoxicated, and the obvious defensive wounds he incurred during the incident, I placed Julio in double-locked handcuffs to the rear and checked them for proper fit. Julio was transported to the Carroll County Jail for booking on aggravated assault by strangulation charges.
