On 2/9/2025 at 1640 hours, I responded to [300 BLOCK] Lovvorn Road (Mandeville Lofts) in reference to a physical dispute. I arrived at 1643 hours and met with the complainant, [VICTIM #1]. [VICTIM #1] stated that her brother, Justin White, had just kicked and choked her during an argument.
[VICTIM #1] stated that the apartment, Apt [REDACTED], is her apartment. She stated that her brother has been living at her apartment on and off. She advised that she has had to kick Justin out before but he has since returned. [VICTIM #1] stated that for the past month, she has been living with her mother in Dallas, GA due to having car problems. She stated that she returned today with Justin’s son, [REDACTED BY AGENCY] [VICTIM #1] stated that when she arrived at her apartment, she noticed that her apartment was a mess. She stated that Justin had been smoking in her apartment, and that there were ashes everywhere. She stated that she asked Justin to clean up after himself and take the trash out. [VICTIM #1] advised that Justin refused to which [VICTIM #1] replied that he would have to move out if he did not keep the apartment clean. Justin stated that he was not going to leave.
[VICTIM #1] stated that Justin then kicked her in her left arm. She showed me where he kicked her and I observed a red mark consistent with her testimony. She also advised that Justin grabbed her by her throat, threw her against a wall, and began to choke her. I also observed red marks on her back, right below her neck. These marks were also consistent with her testimony regarding being choked and slammed against a wall. [VICTIM #1] advised that this all took place with Justin’s son, [REDACTED BY AGENCY] witnessing the incident.
[VICTIM #1] initially declined EMS, but later requested to be checked out. She stated that she was having trouble breathing and felt like she was going to pass out. It should also be noted that [VICTIM #1] told the dispatcher taking the 911 call that she was vomiting during the 911 call. It should also be noted that both of these symptoms, difficulty breathing and vomiting, are both symptoms of strangulation. [VICTIM #1] advised that Justin was still inside of the apartment. She provided officers with a key and gave permission for officers to enter the apartment. [VICTIM #1] advised that she did wish to prosecute.
Officers then relocated to the apartment. I noticed that the door was not latched. I knocked and announced, “Carrollton Police Department. Justin, come out, we need to talk to you”. Officers then observed Justin walk around the corner of the apartment building. I asked Justin what took place between him and [VICTIM #1]. Justin stated that nothing happened. I observed a red mark on Justin’s right arm. I asked him how he got the red mark, to which he replied, “taking out the trash”. I then advised Justin what [VICTIM #1] alleged took place. I then asked Justin again what happened. Justin stated, “you already know what happened”. I told Justin that I only had [VICTIM #1]’s side of the story, and that I would like to know his side of the story. Justin stated, “well it’s the truth”. I confirmed with Justin that he did indeed kick, choke, and hit [VICTIM #1]. Justin stated, “yes”.
I then advised Justin that he was under arrest, and to place his hands behind his back. Justin complied and was placed under arrest without incident. I cuffed Justin in the rear, double locked them, and checked for proper fit. I then searched Justin incident to arrest and found no contraband. Corporal Coats #238 took photos of [VICTIM #1] and Justin.
Cpl. Coats also transported Justin to the Carroll County Sheriff’s Office for booking without incident.
Since [VICTIM #1] and Justin have lived together as adults, this incident falls under the Georgia Family Violence Act.
Justin White was charged with the following:
Aggravated Assault (FV) – 16-5-21 Battery (FV) – 16-5-23.1
Cruelty to Children 3rd Degree (FV) – 16-5-70
Warrants have been typed and are awaiting a judge’s signature.
