On January 28, 2026, at approximately 2100 hours, I, Officer Ellinas responded to [600 BLOCK] Nine Oaks Circle in reference to a domestic dispute in progress.
Upon arrival, I was flagged down [WITNESS #1]. He advised that he found Khadijah Khayyam staggering on the side of Interstate 20 west at the 285 interchange and had offered her a ride. She gave him numbers to call which he did and the people he talked to told him to take Khadijah to [600 BLOCK] Nine Oaks Circle. When asked [WITNESS #1] advised he wanted her out of his vehicle. He opened the back door and Khadijah slammed it shut.
Myself and Officer Birdyshaw ordered Khadijah out the vehicle multiple times but she refused. Officer Birdyshaw and I removed her from the vehicle by firmly pulling on her arms. Khadijah was showing the physical manifestations of intoxication to include, unable to balance while standing, slurred speach, and the odor of alcoholic beverages coming from her breath. She had also removed her pants and refused to put them on. She was also talking extremely loud despite it being an hour which a lot of people are asleep and she used profanity (“b*tches, b*tch-a*s, ect”) very loudly as she spoke.
I spoke with [VICTIM #1], he advised Khadijah had showed up to the residence uninvited had kicked and hit the glass door and side windows and had forced her way into the house after he shut the door and threatened, “to beat” their “a*ses”, to him and his mother, [VICTIM #2]. He also advised she was yelling and honking [WITNESS #1]’s vehicle horn. [VICTIM #1] advised Khadijah had called him to come get her around 1600 hours that day but had insisted he let her out on the side of Interstate 20 west so he left her there. He advised at no point did he invite her and once she was at his residence he told her to leave multiple times but she would not. He declined to provide a written statement and press charges for the threats.
[VICTIM #2] advised the same account of events. She also declined to provide a written statement or press charges for the threats.
I spoke with [WITNESS #1] again. He advised he never spoke to the residents of [600 BLOCK] Nine Oaks Circle until he arrived there. [WITNESS #1] advised, while he was speaking with [VICTIM #1], a resident of [600 BLOCK] Nine Oaks Circle, she got out of his vehicle and, “it escalated from there”. [WITNESS #1] advised she did force her way into the residence and did threaten [VICTIM #1] and [VICTIM #2] to beat them. He declined to provide a written statement.
Officer Birdyshaw advised she urinated in the front yard in front of him.
Based on testimonial evidence and my own observations, I arrested Khadijah for the following charges:
- Criminal Trespass – Family Violence Act
- Obstructing or Hindering Law Enforcement Officers
- Public Drunkenness/Intoxication
- Public Indecency
- Disorderly Conduct
Khadijah’s hands were secured with double-locked handcuffs to the rear which were checked for proper fit. She was not wearing clothing to search incident to arrest. She was seat-belted in the rear transport seat of Officer Birdyshaw’s vehicle and transported to the Carroll County Jail.
Carroll County warrants were completed for the aforementioned charges and await a judge’s signature.
