On 9/13/2025 at approximately 0008 hours, I responded to 649 Austin Avenue in reference to a female who was running around naked. Dispatch advised a white female was dancing around in the parking lot near the storage units.

Upon my arrival, I met with the complainant, [WITNESS #1], who told me the naked female was in the parking lot and had been dancing around. He told me she appeared intoxicated or under the influence of drugs.

I walked over to a white van in the parking lot, where I located the naked female, later identified as Kathie Prichard. Kathie was lying on the ground underneath the white van and appeared to be asleep. I called out to Kathie and ordered her to get out from underneath the van. Kathie stood up and began mumbling and slurring her words. Kathie was extremely incoherent. When Kathie stood from the ground, she immediately began walking away from me. I ordered Kathie to stop walking away from me. She continued to walk at a fast past away from me despite me giving her multiple commands to stop. I warned Kathie that if she did not stop walking away from me, she would be tased.

Ofc. Acord and I were able to get Kathie to stop walking away, and I ordered her to stand still while we attempted to locate her clothing. Kathie responded by telling me to “shut the fu*k up and go on”. Kathie also got extremely close to me several times, and I ordered her to stop moving and to stop getting in my face. While walking, Kathie continuously stumbled and was having a difficult time maintaining her balance. I asked Kathie what she had consumed. She told me that she had only consumed alcohol. I asked Kathie why she was not wearing any clothing. Kathie told me that she did not like wearing the clothing because it had demons.

I asked Kathie where she lived, and she told me she lived in Miami. I was having a difficult time understanding Kathie due to her extremely intoxicated state. Kathie became frustrated with me for asking her to repeat herself. Kathie approached me rapidly, and I ordered her again to get out of my face. Due to Kathie’s extremely agitated state and her refusal to follow my commands, I decided to detain Kathie in handcuffs.

I grabbed Kathie’s arm and attempted to place her in handcuffs behind her back. Kathie began pulling away from me and would not allow me to place her in handcuffs. Kathie suddenly turned towards me, and I used my bodyweight to get Kathie on the ground so I could place her in handcuffs. While on the ground, Kathie continued to pull away from me. I was able to secure her right wrist in handcuffs, but Kathie would not move her left arm from underneath her. I ordered Kathie to give me her left hand so I could secure her in handcuffs. Kathie told me repeatedly that she would not give me her hand.

While attempting to restrain Kathie, I noticed that she began defecating on herself and on my foot. Additional officers arrived, and we were able to secure Kathie in handcuffs. After sitting Kathie up, I noticed that her forehead was bleeding. Fire and EMS arrived to check on Kathie. After evaluating Kathie, EMS decided to transport her to the Tanner Medical Center to be medically cleared before going to the Carroll County Jail.

After being released from Tanner, I placed Kathie in the rear of my patrol car to transport her to jail. While transporting Kathie, she stated, “I’m going to kill you, you’re going to be done.”

Kathie was charged with the following:

OCGA 16-11-37 Felony Terroristic Threats
OCGA 16-10-24 Obstructing or Hindering Law Enforcement
OCGA 16-11-41 Public Drunkenness
OCGA 16-6-8 Indecent Exposure
