On July 19, 2025, at approximately 2107 hours, I was dispatched to 1930 N Hwy 133 (Little Tallapoosa Park), campsite 22, in reference to a report of possible child neglect. The complainant, another camper in the area, informed dispatch that she had seen two children who stated they had not eaten in two days and appeared to be covered in feces.
Upon my arrival, I made contact with three juveniles, later identified as [REDACTED BY AGENCY], [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. The juveniles were inside a large tent and appeared to be covered from head to toe in what looked like dirt. The tent showed signs of being lived in for an extended period of time.
I then made contact with [WITNESS #1], who was staying in a camper next to the tent. [WITNESS #1] stated he was the juveniles’ grandfather and advised that the children’s parents had left the area several hours prior. [WITNESS #1] further explained that the parents had lost their house in Dallas, Georgia, and were now living in the tent.
Dispatch was advised to contact DFCS and notify them of the situation. Shortly afterward, West Georgia Ambulance arrived on the scene to assess the juveniles’ conditions. When paramedics examined [REDACTED BY AGENCY] who was lying on a blow-up mattress in the tent, they observed a concerning drop in his heart rate. [REDACTED BY AGENCY] was immediately placed in the back of the ambulance for medical attention.
At this time, the parents, Jason Askea and Kira Askea, arrived on scene. While speaking with them about the living conditions, they stated that they were on vacation and resided at [7700 BLOCK] Judge Ave, Douglasville, GA. They were able to provide mail addressed to them at that location. Deputy Robinson #989 then re-approached [WITNESS #1], who reiterated that Jason and Kira had lost their lease in Dallas and subsequently moved to Douglasville.
Dispatch was instructed to contact the Douglas County Sheriff’s Office to confirm the parents’ residence. Dispatch also advised that they had been attempting to contact DFCS for over 10 minutes without success.
The paramedics informed me and the parents that [REDACTED BY AGENCY] would be transported to Arthur Blank Hospital in Atlanta due to his condition. After gathering all necessary information, the parents were permitted to leave the scene to follow the ambulance to the hospital.
At approximately 2333 hours, I spoke by phone with [REDACTED] of West Georgia Ambulance. [REDACTED] advised that the doctor at Arthur Blank Hospital had to administer NARCAN to [REDACTED BY AGENCY], after which his vitals began returning to normal.
