On 01/23/2026 at approximately 1600 hours, I responded to the area of 1337 Bankhead Highway (Valero) in reference Martin Chase (offender) walking in the roadway of Bankhead Highway near the Valero.

I observed Martin standing on the solid yellow line on the inside lane of the east bound lanes of travel on Bankhead Highway, while holding a speaker system in the air playing music. I then saw Martin run across the lanes of the roadway into the parking lot of the Valero gas station. Martin ran across traffic with no regard for fast traveling vehicles. I activated my emergency lights and conducted a stop on Martin.

I asked Martin why he was so close to the lanes of travel in the roadway, and why he crossed the street with no regard for traffic (note that the speed limit at that point of the road is 55 mph, and the traffic is heavy at that time of day), to which he replied that he was not aware that he was so close to traffic.

I observed Martin was slurring his speech and having difficulty standing up with out swaying, as well as having very staggered walking patterns. I then asked Martin if he had been drinking alcoholic beverages, or taking any medications or illegal substances. Martin stated that he only drank a little many hours ago, but he said that he took some “Suboxone” and “Oxycodone”. I asked Martin how much he took and if he is prescribed those medications, to which he replied that he does not have a prescription for the medications and he said he only took one of each.

I then placed Martin under arrest handcuffing him behind his back checking for fit, and double locking them, and placed him in the back of my patrol car. I then transported Martin to the Carroll County Jail.

Martin was charged with Disorderly Conduct: Public Drunk C66-7(a)(21) for being intoxicated while walking in and near the street while stumbling placing himself and other in harms way.
