On 4/24/2026, at approximately 2337 hours, I, Sgt. Massey, was stationary on Industrial Boulevard near State Route 8 observing traffic. I observed a black 2016 Nissan Rogue (GA tag:[REDACTED BY AGENCY], VIN:[REDACTED BY AGENCY]) traveling southbound on Industrial Boulevard. As the Rogue approached the intersection of Industrial Boulevard and State Route 8, I observed the Rogue to have a non-functioning passenger side brake light. I entered the roadway with traffic in between the Rogue and myself. I observed the Rogue turn westbound onto State Route 8. I did the same. I observed the Rogue turn into the CVS parking lot. Due to traffic between the Rogue and I, I elected to park nearby and wait for the Rogue to again enter the roadway.

I observed the Rogue park and stay stationary for a short period of time, with no occupants entering or leaving the vehicle, before backing out of the parking spot and traveling toward the entrance to CVS located on Commerce Drive. I entered State Route 8 and began traveling toward Commerce Drive. Upon turning onto Commerce Drive, I observed the Rogue traveling southbound on Commerce Drive. I observed the Rogue accelerate rapidly. As the Rogue approached the stop sign located in front of Chik-Fil-A, I observed the brake lights of the Rogue become illuminated for a brief moment (the passenger side brake light was still not-operational). The Rogue’s speed decreased only by a small amount.

The Rogue then again began accelerating to a high rate of speed as it traveled through the intersection in front of Chik-Fil-A and RaceTrac. The Rogue did not come to a complete stop (or slow down much at all) at the stop sign located at this intersection for the southbound lane of travel on Commerce Drive. Due to the dangerous driving behavior, I increased my speed, activated my emergency lights, and attempted to catch up to the Rogue for the purpose of conducting a traffic stop. I was able to catch up to the Rogue as it neared the Chevron located on Commerce Drive. The Rogue pulled into the parking lot of the Chevron and came to a stop. I exited my patrol vehicle, activated my body-worn camera, and conducted a driver’s side approach on the Rogue.

As I conducted my approach, I observed the driver’s side door of the Rogue open. I instructed the driver, later identified as Megan Dale (DOB: [REDACTED BY AGENCY]), to remain in the vehicle. Dale informed me the window of her vehicle did not work; however the window was partially cracked. I introduced myself and informed Dale of the reason for the traffic stop. Upon speaking with Dale, I immediately observed Dale to have slurred speech that was difficult to understand at times. I asked Dale to provide me with her driver’s license. Dale informed me she had a picture of it on her cell phone. I observed Dale seemingly have difficulty navigating her cell phone as it took her an extended period of time to locate the photograph on her cell phone. As Dale was attempting to locate the photograph of her license, I asked her why she was in such a hurry. Dale stated she was “aggravated”. I asked Dale where she was coming from twice. Dale did not respond to me as she continued searching for the photograph on her cell phone.

I believed Dale was having difficulty focusing on two tasks (locating her driver’s license and responding to my questioning) at the same time. I asked Dale what she was aggravated about, to which she replied, “life”. Dale was able to locate the picture of her driver’s license and I obtained her driver’s license number. Dale seemed to have difficulty recalling where she was attempting to travel to. Dale stated she was trying to go “there” multiple times and I had to ask clarifying questions to determine she was speaking about the Super 8 hotel nearby. Dale stated she was going to be staying at the Super 8 on this date.

I instructed Dale to exit her vehicle and stand at the front of my patrol vehicle. In response, Dale turned her vehicle off and continued to sit in the driver’s seat of the Rogue. I had to instruct Dale again to step out of her vehicle and stand in front of my patrol vehicle. Dale exited her vehicle, began walking to the front of my patrol vehicle, but stopped at the back door of the Rogue. I had to again instruct Dale to stand at the front of my patrol vehicle. Dale seemed unsteady on her feet. I looked into the center console of the Rogue and observed a small piece of marijuana sitting on the center console of the vehicle. I relocated to the front of my patrol vehicle and asked Dale if anyone smokes marijuana in the vehicle. Dale, who was looking at her cell phone, looked up at me and stated, “yeah”. I asked Dale if there was marijuana in the center console of the Rogue. Dale continued to look at her cell phone as opposed to responding to my questions, again indicating to me that Dale was having difficulty completing two tasks at once.

I informed Dale that I needed her to respond to me and that this was a serious situation in which she operated her vehicle in a dangerous manner. In response, Dale replied that she was aware of the severity of the situation due to her father being a “cop”. I asked Dale when the last time she smoked marijuana was, to which she replied 8:00AM on this date. I asked Dale if she consumed any alcoholic beverages on this date. Dale stated she had. I asked Dale when the last time she had a drink was. Dale stated approximately 1 hour ago. I asked Dale what she drank on this date, to which she replied fireball purchased form a gas station. I asked Dale how many of these she consumed. In response, Dale stared off into the distance before stating she was going to call her dad and attempting to access her cell phone that was in her hand.

I informed Dale that she did not need to call her father due to her being a grown woman. Dale insisted on calling her father. I asked Dale if she consented to participating in Standardized Field Sobriety Testing to ensure it was safe for her to drive. Dale stated that she did not want to do the tests because she was going to the Super 8 which was close by. Dale volunteered to park her vehicle at the Chevron and walk to the Super 8. This indicated to me that Dale believed she should not be driving as well. As I spoke with Dale, I observed the odor of alcoholic beverages emanating from her breath. I observed Dale to have glassy, watery eyes. Dale continuously had difficulty completing two tasks at the same time throughout my investigation.

I took Dale’s admittance to the consumption of alcoholic beverages, Dale’s driving manifestations, and Dale’s uncontrollable physical manifestations into consideration and determined Dale to be under the influence of alcohol. I secured Dale to the rear in double-locked handcuffs that were checked for proper fit. Dale was searched incident to arrest and no contraband was located. Dale was seated in the rear of a patrol vehicle without further incident. While seated in the rear of a patrol vehicle, I confirmed with Dale she was over the age of 21 and read her the Georgia Implied Consent Notice for Suspects Age 21 or Over (DDS-354, 05/2019) verbatim, requesting a state administered chemical test of her blood. Dale denied the request.

I conducted a search of Dale’s vehicle. Upon doing so, the following was located:

• A clear cellophane bag containing marijuana was located in the center console
• 136 empty/partially consumed 50ml Fireball Cinnamon Whiskey bottles (33% alcohol by volume) were located scattered throughout the vehicle.
• 6 100ml Fireball Cinnamon Whiskey bottles (21% alcohol by volume) were located scattered throughout the vehicle.
• 1 partially consumed 1 liter Crown Royal Apple bottle (35% alcohol by volume) was located in the rear passenger compartment of the vehicle.
• 1 completely consumed Crown Royal Apple bottle was located in the passenger compartment of the vehicle.

An impound sheet was completed on scene and Eagle Eye Towing responded to impound the vehicle.

Dale was transported to the processing room at the Villa Rica Police Department. Upon arrival, Dale was booked-in, fingerprinted, and issued citations for O.C.G.A. 40-6-72(b), O.C.G.A. 40-6-253, O.C.G.A. 40-8-25, O.C.G.A. 16-13-2(b) and O.C.G.A. 40-6-391(A)(1). Due to Dale refusing the requested state administered test of her blood, Dale was served with a Georgia Department of Driver Services Administrative License Suspension (DDS 1205(Rev. 05/17)). I completed a search warrant for two vials of Dale’s blood. The search warrant was signed by Judge Rollins.

The blood-draw was conducted at 0122 hours from Dale’s left arm. The blood-draw was completed and appropriately packaged by Hollowood, an employee of Blue Line. While sitting on the bench in the processing room, Dale fell onto the floor. Dale complained of back pain. EMS personnel were dispatched to the scene and Dale elected to be transported to Tanner Villa Rica for evaluation. Upon being medically evaluated and cleared, she was transported to CCSO for housing.
