On 02/09/2026, at approximately 1740 hours, I was dispatched to 309 Adamson Square (Gallery Row Coffee) in reference to a woman defecating on the sidewalk. Dispatch advised that this was an Asian woman wearing a green blazer, black shirt, and black pants.
I arrived and was flagged down by the complainant, [WITNESS #1]. [WITNESS #1] pointed out the suspect, My Nguyen. I spoke to Nguyen, who said she was inside Gallery Row looking for a job. She stated that she walked inside, asked for a job, and was told to leave the store. She also went to Corner Cafe looking for a job.
Nguyen stated that she had just been out walking around, and nothing happened outside. Nguyen would not tell me her name more than once. I noticed a hospital wrist band on her left wrist with her name and information on it. Behind Nguyen, there was a brown, chunky puddle. Initially, it looked like coffee, but upon closer inspection, it smelled rotten.
[WITNESS #1] stated that he witnessed Nguyen leave the store, walk down the stairs, and then pull down her pants. She began squatting and defecating on the ground. He told her not to do that and then called the police. [WITNESS #1] provided me with a photo of Nguyen defecating on the sidewalk.
Upon further investigation, it was determined that Nguyen used her bodily substances to damage, befoul, and disturb public property, creating a hazardous and unhealthy condition in a public area. This was done by defecating on the public sidewalk on Adamson Square.
I placed Nguyen under arrest. I placed handcuffs upon Nguyen’s wrist, checked for fit, and double locked them. I placed her into the rear seat of my patrol vehicle and escorted her to the Carroll County Jail, where the jailer took custody of her.
My Nguyen has been charged with C66-7(A)(19) Dis. Conduct (Damages Property).
