On February 15, 2025, at approximately 0308 hours, I was notified by dispatch to respond to [200 BLOCK] Northwinds Boulevard, Apartment [REDACTED], in reference to a female knocking on the door stating she had been assaulted.

Upon arrival, I made contact with a female who identified herself as [VICTIM #1]. While speaking with [VICTIM #1], I detected the odor of an alcoholic beverage emitting from her breath. [VICTIM #1] advised that she and her boyfriend, later identified as Nehemiah Beeman, had been attending a party in Cedartown where both had been consuming alcoholic beverages. She stated that they began arguing while returning to their hotel room located at [1400 BLOCK] North Park Street (Carroll Inn). [VICTIM #1] reported that upon entering the hotel parking lot and while attempting to exit the vehicle, Nehemiah struck her in the head.

[VICTIM #1] was not forthcoming with further details and advised she did not wish to press charges. Deputies responded to the Carroll Inn and made contact with Nehemiah. [VICTIM #1] stated she only wished to return to the Carroll Inn to retrieve her vehicle and leave the area. I subsequently transported [VICTIM #1] to the Carroll Inn.

Upon arrival at the Carroll Inn, I observed Nehemiah standing outside with deputies. He appeared visibly irate and began yelling that he was going to kill himself. I also observed that the front windshield of [VICTIM #1]’s vehicle was shattered.

A female identified as [WITNESS #1] exited her hotel room and stated she had witnessed the incident. [WITNESS #1] advised that she was inside her room with her daughter when Nehemiah entered through the front door without permission and accused her of hiding [VICTIM #1] after [VICTIM #1] had reportedly fled from him. [WITNESS #1] stated she informed Nehemiah that [VICTIM #1] was not inside her room and instructed him to leave. Shortly after Nehemiah exited her room, she heard loud banging noises. When she went outside to investigate, she observed Nehemiah jumping forcefully onto the windshield of [VICTIM #1]’s vehicle, causing it to cave in. [WITNESS #1] stated that Nehemiah’s behavior frightened both her and her daughter, and she no longer felt safe with him on scene. When asked if she wished to pursue charges, [WITNESS #1] declined but stated she wanted Nehemiah removed from the property.

At this time, multiple hotel residents were outside due to the disturbance being caused by Nehemiah. Based on the totality of the circumstances, Nehemiah’s actions constituted Disorderly Conduct. Nehemiah unlawfully entered an occupied hotel room without permission, caused a loud and disruptive disturbance in a public lodging area during early morning hours, damaged property by forcefully jumping on and shattering the windshield of [VICTIM #1]’s vehicle, and engaged in tumultuous and threatening behavior that alarmed multiple residents. His conduct caused several occupants to exit their rooms due to the disturbance, and witnesses expressed fear for their safety. Due to his violent, disruptive, and alarming behavior in a public place, Nehemiah was placed under arrest for Disorderly Conduct.

Nehemiah was placed in double-locked handcuffs, searched incident to arrest, secured in the rear of my patrol vehicle, and transported to the Carroll County Detention Center. He was advised of the charge against him.
