[NARRATIVE #1 on November 04, 2025]

On November 4, 2025, at approximately 2014 hours, I was dispatched to [300 BLOCK] North Avenue in reference to a domestic dispute.

Carroll County Dispatch advised the following:

COMP IS THIRD PARTY IN FL // SAID GOT TOLD MOTHERS [VICTIM #1] BOYFRIEND
NOAH HOUSEAL WAS PHYSICAL WITH HER // MOTHERS BROTHER ENR 40 MINS
ETA // UNK 32 56 100

I arrived to the residence at approximately 2017 hours in my conspicuously marked patrol vehicle. Contact was made with [VICTIM #1] and Noah Houseal at the front door of the residence after knocking. Officer Morris spoke with Noah outside of the residence near the front steps/porch, while I spoke with [VICTIM #1] on the front porch at the right side of the residence. Throughout my interaction with [VICTIM #1], she told the following events multiple times without any deviation from her original statements.

[VICTIM #1] said her and Noah were boyfriend and girlfriend, and had been residing together at [REDACTED BY AGENCY] since August 2025. [VICTIM #1] advised her and Noah were lying in bed in their shared bedroom. [VICTIM #1] said she previously told Noah he needed to move out and would provide him with money as assistance in doing so.

While lying in bed together, side by side, [VICTIM #1] informed Noah he needed to leave the residence. [VICTIM #1] said this made Noah upset, which resulted in him mounting himself on top of her and pinning her to the bed by her throat (wrapped his hands around her throat, thumbs across the trachea, fingers around the sides of the neck). [VICTIM #1] said she was not choked to the point her airway was restricted, nor felt in fear for her life. However, when [VICTIM #1] showed me how he grabbed her throat, she repeatedly pressed her fingers and thumb into her throat in a manner that would restrict airflow/blood flow. I brought this to her attention, which resulted in [VICTIM #1] saying no, but compared it to the last time had strangled her in Florida.

[VICTIM #1] described how Noah choked her throat with one hand and covered her nose with the other hand. [VICTIM #1] said she felt Noah realized what he was doing and what happened last time he choked her, resulting in him releasing her throat. [VICTIM #1] said Noah then pinned her arms down to the bed and punched her in the left side of her face one time with a closed fist. [VICTIM #1] said it was not a hard punch, but Noah warned her he could do this to her.

[VICTIM #1] said Noah eventually got off her, which allowed her to go to the adjoining bathroom in the hallway off the master bedroom. [VICTIM #1] said she was going to use the bathroom, but Noah had forced his way inside, unlocking the door with a pair of scissors, coming at her again to grab her. Noah retained the scissors throughout the following events, but never threatened her with them according to [VICTIM #1]. [VICTIM #1] said she put her hands up to defend herself, which resulted in a scratch to the left side of Noah’s face and two scratches to [VICTIM #1]’s right hand. [VICTIM #1] said she was pushed to the rear wall of the bathroom. [VICTIM #1] said she pushed Noah out of the bathroom and ran past him to run out of the residence’s front door at the end of the hallway.

According to [VICTIM #1], Noah ran past her and placed his body between her and the front door with his arms out to the side at a 90* angle, restricting her from leaving. [VICTIM #1] said she turned left and ran towards the residence’s side door off the living room. Noah jumped over the couch in the living room and blocked the side door in the same manner he did with the front door. [VICTIM #1] said she turned around and ran to the spare bedroom where the dogs were crated, in order to separate herself from him. [VICTIM #1] said Noah forced the door open again with the scissors, which is when she tried to leave the room. Noah blocked [VICTIM #1] from leaving again by blocking the doorway in the same manner as the previous two doorways. At this time, Officer Morris and I had arrived on the scene and knocked on the door, which is when they both came to the door.

[VICTIM #1] said she had no idea who would be at the door since she nor Noah called 911, which is why they both answered. [VICTIM #1] showed me texts between her, her brother [REDACTED], and her coworker [REDACTED]. In both texts, she told both subjects that it had gotten physical between her and Noah. [VICTIM #1] had started texting [REDACTED] around 1931 hours and [REDACTED] around 2001 hours before letting them both know the cops were at the residence. [VICTIM #1] also said she tried to call 911 when running away from Noah, but he had taken her iPhone and tried to break it by attempting to fold it in half, which resulted in the phone case breaking, but not phone itself.

[VICTIM #1] advised this was not the first time she had experienced domestic violence with Noah. [VICTIM #1] said while they were living in Florida, Noah had choked her as previously advised. [VICTIM #1] said she attempted to kick Noah off her, which resulted in Noah catching her foot and forcefully bending her toes and foot towards her shin until her toes and foot broke. [VICTIM #1] said she did not call 911, but went to the emergency room where staff members called 911. [VICTIM #1] said Noah was convicted of Battery in Florida and sentenced to a year probation. [VICTIM #1] said there was another instance in July 2025 in Florida where Noah had struck her in the face; causing cuts and swelling to her mouth and face area. [VICTIM #1] showed me pictures of this incident.

I took photographs of [VICTIM #1] and are described as such:

FACE: No marks or swelling.

NECK: Bruising and raised blood vessels on the left and right side of her throat below her ears. [VICTIM #1] claimed the marks are always there and not from Noah, but appeared consistent with the manner in which [VICTIM #1] said she was choked. There was redness across the entirety of the front facing side of [VICTIM #1]’s throat.

RIGHT ARM: Bruising, swelling, visible finger impressions below the shoulder on the outside of the arm. [VICTIM #1] said this was consistent with how Noah pinned her arms to the bed.

RIGHT HAND: One cut on her middle finger between the palm knuckle and first knuckle. Once cut on her thumb near the webbing between the thumb and index finger.

LEFT ARM: Bruising to the outside of the arm below the shoulder.

RIGHT LEG: Bruising, raised skin, and small cut on the top of the quadriceps muscle towards the outside of the leg.

LEFT LEG: No marks or swelling.

[VICTIM #1] showed me her back and stomach, but no visible marks, cuts, or bruising was present. These areas were not photographed. [VICTIM #1] denied EMS.

I went to speak with Noah, who was still outside with Officer Morris. Noah would not provide detail of the events inside the home, but said it “really didn’t get physical.” Noah said it was a verbal argument and then fully denied any physical contact made, despite me advising him of the evidence of a physical altercation. Noah was placed under arrest and into rear facing, double-locked, properly fitted handcuffs. Noah was searched incident to arrest and turned over to Officer Morris for transport to Carroll County Jail.

[VICTIM #1] was advised of remedies and services while on the scene.

Warrants have been signed and served for False Imprisonment FVA, Aggravated Assault FVA, and Battery FVA.

[NARRATIVE #2 on November 04, 2025]

On November 4, 2025, I, Officer Morris, responded to [300 BLOCK] North Avenue as a backup Officer in reference to a physical domestic dispute in progress.

Upon arrival, I could hear a male and a female inside the house. I couldn’t hear what was being said; however, it was clear they were arguing. Corporal Hemingway and I approached the door, and I knocked on the door. Noah Houseal and [VICTIM #1] came to the door and opened it. Noah and [VICTIM #1] both seemed surprised by our presence. I clearly observed redness around [VICTIM #1]’s neck. Both parties were instructed to exit the residence and were separated. [VICTIM #1] went with Corporal Hemingway to the side of the house, and I spoke with Noah at the front steps.

I asked Noah to explain what was happening inside the residence. Noah advised that he and [VICTIM #1] had a verbal argument during a breakup. Noah stated that the argument never became physical at any point, and he only wanted to leave the residence. However, did not have and money to put gas in his vehicle.

I made contact with Corporal Hemingway and [VICTIM #1] and listened to her account of the incident. [VICTIM #1] advised that Noah pinned her down and struck her in the face. [VICTIM #1] showed multiple marks and scratches on her hands. [VICTIM #1] also advised that she was eventually able to free herself from Noah and barricade herself inside the bathroom. [VICTIM #1] stated that Noah retrieved a pair of scissors and used them to force his way into the door before grabbing her inside the bathroom. [VICTIM #1] advised that she was able to break free from Noah again, and scratched his face.

I returned to my patrol vehicle and contacted [VICTIM #1]’s daughter, [REDACTED]. [REDACTED] stated she is currently living in Florida, and her mother contacted her, telling her about the incident. Upon learning about the incident, she contacted law enforcement. [VICTIM #1] advised that this has been an ongoing issue, including a domestic dispute in Florida that resulted in Noah breaking [VICTIM #1]’s foot.

I returned to Noah and informed him I did not believe he was being honest with me. Noah became more evasive, avoiding eye contact, turning his body away from me, and bringing up different topics. I asked Noah what he did with the scissors. Noah advised that he used the scissors to open the bathroom door after [VICTIM #1] barricaded herself in the bathroom. Noah advised that he did this to retrieve his belongings before he left the residence.

I inquired with Noah about the scratch I observed on his left cheek. Noah advised that their dog had stepped on his face earlier in the day and scratched him. It should be noted, it was a long, singular scratch, not consistent with the shape of a dog’s foot. However, earlier, [VICTIM #1] advised she scratched Noah as she was trying to push him off her. Noah fully denied the argument ever becoming physical at any point.

Corporal Hemingway approached Noah and began to question him.

After speaking with Noah, Corporal Hemingway determined Noah to be the predominate aggressor.

Noah was placed in double locked handcuffs to the rear, searched incident to arrest, and placed in the rear seat of my patrol vehicle. Noah was transported to Carroll County Jail for housing.
