On 9/24/2025, I, Deputy Wright, responded to [10 BLOCK] Henry Ivey Road in reference to a physical domestic dispute. While en route, I read the CAD notes that dispatch provided and saw that the suspect in question, later identified as Patrick Foster, stated that he was going to kill the complainant, later identified as [VICTIM #1].

Upon arrival, I met Foster in the front yard and he was obviously upset about something. I asked him what was going on and he went into an elaborate story about his mother attempting to evict him from the residence. Foster was extremely amped up and frustrated. I then looked on the front porch and saw [VICTIM #1] standing there pointing to some damage to their residence. Once other officers arrived on scene, I went to speak with [VICTIM #1].

[VICTIM #1] stated that on today’s date, Foster, who is her son, came home and she informed him that he was being evicted. Foster became irate and tore the ring doorbell cameras off the front and rear doors to the residence. Foster then pulled the window unit out of the master bedroom and kicked and damaged the under siding of the mobile home, near the front porch. Foster then went to the back door, in an attempt to gain entry into the residence and when he could not get in, he began shouting “I’m going to kill you”.

[VICTIM #1] went on to state that this is not the first time Foster has acted like this. [VICTIM #1] stated that yesterday, on 9/23/2025; Foster came home and was upset again. Foster entered into [VICTIM #1]’s bedroom and grabbed her by the throat and pushed her onto the bed, all while screaming at her. Foster then let go of [VICTIM #1] and punched a hole in the bedroom door. This whole incident was witnessed by [VICTIM #1]’s granddaughter, 5 year old [REDACTED BY AGENCY].

I then spoke with [REDACTED BY AGENCY] with [VICTIM #1]’s permission. [REDACTED BY AGENCY] stated that she was in her ([VICTIM #1]) room when her uncle Luke (Patrick LUKE Foster) came into the bedroom. [REDACTED BY AGENCY] stated that Luke was angry and grabbed [VICTIM #1] by her face and pushed her down. [REDACTED BY AGENCY] also stated that Luke put a hole in the door as well.

After gathering the information from [VICTIM #1] and [REDACTED BY AGENCY] I returned to speak with Foster. Foster seemed to have calmed down some and I began asking about the events of today. Foster stated that he was upset because he returned home to an eviction notice and his belongings being placed in his van. Foster stated that he was sure not all of his stuff was in the van and wanted to go inside and look for more of his things. Foster admitted to ripping the ring doorbell cameras off the walls and pulling the window unit out of the window.

When I asked him about stating that he was going to kill [VICTIM #1], he would not admit it, he only stated that he said some things out of anger that he did not mean. I then began questioning Foster about the events that took place yesterday. Foster admitted to being upset in [VICTIM #1]’s room but also stated that [VICTIM #1] was yelling at him as well. Foster did admit that he punched the door but denied putting his hands on [VICTIM #1].

Due to all the evidence and witness testimonies, I informed Foster that he was under arrest. Foster was placed in handcuffs and charged with the following; Aggravated Assault by Strangulation, Terroristic Threats, Cruelty to Children 3rd Degree, Criminal Damage, and Criminal Trespass. Foster was transported to the Carroll County Jail and released to the jail staff. Warrants for these charged were typed and awaiting a judges signature. This incident falls under family violence due to Foster being [VICTIM #1]’s son and them living together.
