On Wednesday, January 28, 2026 at approximate 1554 hours, I responded to Dollar Tree at 444 Stripling Chapel Road, Carrollton, Georgia in reference to a physical altercation that was ongoing. The complainant advised dispatch that there was a female there wearing a blue jacket and black pants recording the fight, with one person having a knife and another person having a stick.

Upon arrival, I observed five individuals, two adult males and three adult females, standing behind two vehicles in the parking lot. I then spoke to one of the females, now known to me as [WITNESS #1]. [WITNESS #1] was wearing a blue jacket and black pants. [WITNESS #1] told me that she was recording the altercation and then showed me the videos that she had.

The videos shows the following:

One male in a white shirt and black pants, now known to me as Paul Wiggins.

Another male wearing a black and red plaid jacket and blue jeans, now known to me as Robert Putnam Jr.

Robert standing with his hands behind his back yelling at Paul.

Paul standing behind his vehicle and then walking around to the driver side front door. Paul then pops the trunk of his vehicle, grabs to what appears to be a shirt and throws it in the direction [VICTIM #1]. Then Paul says “I’ll kill your bit*h a*s” towards [WITNESS #1] and then proceeds to walk to the driver side of the vehicle.

Robert then walks towards Paul, with his hands behind his back but I could not hear what was being said on the vehicle due to [WITNESS #1] continuing to talk while recording.

The video shows no stick or knife being held by anyone, contradicting what the complainant advised to dispatch.

I then asked [WITNESS #1] if there was any physical altercation. [WITNESS #1] advised me that there was no physical altercation and that it was just a verbal dispute between Paul and Robert. [WITNESS #1] advised me that the dispute started because Paul had put his hand on his girlfriend, now known to me as [VICTIM #1]. [WITNESS #1] said that Paul frequently does this and that Robert is not the one to stand by and let it continue.

After speaking to other officers and reviewing video, I then placed Paul Wiggins under arrest for Disorderly Conduct (acts dangerous manner) due to him grabbing [VICTIM #1] against her wishes while she was trying to leave his immediate area, placing her in fear of being physically harmed by Paul.

I then placed Robert Putnam Jr. Under arrest for Disorderly Conduct (acts dangerous manner) for running up at Paul as if he was to hit him placing Paul in fear of physical harm from Robert. I then placed Robert in handcuffs behind his back, checked for fit and double locked, searched incident to arrest, and then placed Robert in the back seat of my patrol vehicle.

Both Paul and Robert were transported to the Carroll County jail. Pertinent documents are attached digitally.
