On 03/21/2026 at 2207 hours, I was dispatched to [400 BLOCK] Park Lane Apt. [REDACTED], regarding a domestic dispute between the caller and their nephew.

Upon arrival, I spoke with the complainant, [VICTIM #1], who stated that her nephew, Ricardo Thomas, was blaming her for stealing his $200. [VICTIM #1] then stated that she and her nephew went to visit his dad in jail, and when they got back, he started yelling at her and stating that she stole the money. [VICTIM #1] then stated that Ricardo got in his vehicle and left the scene. [VICTIM #1] stated that she did not want Ricardo to get in trouble and would not share any personal information to make a report on the incident. [VICTIM #1] then stated that if Ricardo returned to the residence, she would call 911 again, but did not wish to prosecute.

On 03/21/2026 at 2232 hours, I responded back to [400 BLOCK] Park Lane for the same family. Dispatch advised that Ricardo was back at the residence and that the complainant, [VICTIM #1], was no longer talking on the phone, but they could hear a heated argument on the other line.

Upon arrival, I observed Ricardo and [VICTIM #1] screaming at each other on the front lawn. I spoke with Ricardo and heard his side of the story. Ricardo shared that he picked up his aunt [VICTIM #1], and they went to the jail to visit his father. Ricardo shared that when they returned to her residence, he pulled his socks out of his back pocket, where his money was located, and stated that it must have fallen out. Ricardo stated that the only people around were [VICTIM #1] and her boyfriend. Ricardo stated that he was mad that [VICTIM #1] stole the $200 and that he needed the money back to pay his electrical bill tomorrow.

I then spoke with [VICTIM #1], and she stated that when Ricardo returned, he threw a bottle of antifreeze at her front door. [VICTIM #1] then stated that she and her boyfriend went outside to confront Ricardo and that Ricardo began screaming at them again, blaming them for stealing his $200.

[VICTIM #1] continued to state that she did not want Ricardo prosecuted, but due to Ricardo returning to the scene for a second time, throwing a bottle of antifreeze at the residence, screaming on the front lawn, and causing a public disturbance, Ricardo was placed under arrest at 2241 hours for Disorderly Conduct (Provoke/Engage/Fight). Ricardo was cuffed behind his back, checked for proper fit, and double-locked. Ricardo was placed in the back of my marked patrol car and was taken to the Carroll County Jail, where he was booked.
