On January 6, 2026, around 13:00, I spoke with [VICTIM #1] and [VICTIM #2] at the Carrollton Police Department regarding an issue that had just occurred.

I escorted them into the courtroom, where we sat at a table, and they explained to me that they had just left Dollar Tree (1004 Bankhead Highway, C-41). They advised they were there to do some simple shopping when [VICTIM #1] said she turned around and screamed “Oh my God” she said she observed a black male around 6 feet slender build, wearing a black and red beanie, a tan sweat jacket, and a Covid mask, white and blue in color with his pe*is out, stroking it in a self-pleasuring manner and ejaculating on the floor, while staring at her and her friend, [VICTIM #2].

I then spoke with [VICTIM #2], who said she heard [VICTIM #1] say Oh my God so she turned around and saw the male with his pe*is out, and she was in shock. She said they left the area and thought about it, and they didn’t want it to happen to anyone else, so they came to the police department to make a report and wished to press charges.

I asked them if this had just happened, and they said it was around 1245 hours, and they came straight to the police department afterwards. I passed this information along to patrol and had them case the area, go to the Dollar Tree, and attempt to obtain video surveillance footage.
