On 02/11/2026, at approximately 1500 hours, I (Officer Taylor) was dispatched to 302 South Street (Fur Babies Cat Cafe) for a Tall, Heavyset, Black Male walking around the property, knocking on windows, and pulling on door handles.

I informed Dispatch that I believed it to be Ridwan Kazeem, and he was the same individual I was called about earlier in the day.(Case #26021250)

During the previous interaction, Ridwan informed me that he was staying at the Comfort Inn and was no longer allowed to stay with his sisters. He stated that he was walking around and smoking. Ridwan informed me that he was going to be leaving the area and going to Cheers to buy some alcohol. He assured me that he would not be drinking in public, and he was going to get some alcohol and return to his hotel room.

Upon arrival, I saw Ridwan standing on the business’s porch. As I approached Ridwan, I could smell the odor of an alcoholic beverage coming from his person. He stated that he had been drinking Whiskey. He stated that he normally does not drink, so when he got past half the bottle he was currently drinking, he said it was definitely enough. He informed me that he was walking around the building and trying to get in so he could get a cup of coffee. He informed me that he had been drinking for the past few hours.

While speaking with Ridwan, I noticed puddles of spit on the ground, where he had been spitting.

The Business Owner [VICTIM #1] was not on scene at the time of the occurrence but was able to speak with me via her security system. I then called her to better understand what happened. She informed me that she noticed Ridwan walking around her property on camera for several minutes. She stated that he was walking around, looking in windows, knocking on doors and windows, as well as pulling on door knobs. She stated that she had video of Ridwan urinating on the side of her building. She stated that she informed him that the business was closed.

Ridwan admitted to urinating on the side of the business because he didn’t know he couldn’t. He also admitted to continueing to knock on windows and doors after being notified that the business was closed. Video footage was obtained and shows Ridwan urinating on the side of the business while holding the open liquor bottle in a brown paper bag.

[VICTIM #1] stated that she wished to prosecute and requested that a Criminal Trespass notice be issued to Ridwan to prevent his return to her business.

Ridwan was served with a Criminal Trespass Notice.

Ridwan was transported to the Carroll County Jail and charged with the following.

  • Dis. Conduct C66-7(A)(21)
