On 03/26/2026, at approximately 22:09 hours, I was dispatched to Roadway Inn (160 Centennial Dr, room [REDACTED]) in reference to a domestic dispute that had already occurred.
Upon arrival, I spoke with [VICTIM #1] (the victim) about what was happening with her and her boyfriend, Ronald Lowery. As [VICTIM #1] opened the door, I noticed that the right side of her face was red, while the left side was not. I asked [VICTIM #1] why it was like that, and she said that her blood sugar was low. [VICTIM #1] stated that nothing had happened between them; they were taking a shower when they had a verbal argument, and that was all that had happened. I then asked Ronald what happened after I had told him that we got a call about him slapping [VICTIM #1] across the face and dragging her by her hair. Ronald said nothing like that had happened; he and [VICTIM #1] had just had a small argument, and she left the room. I asked Ronald if he had gone after [VICTIM #1], and he said he had, but all he did was put his arm around her, kiss her, and told her to come back to the room.
It should be noted that when I told [VICTIM #1] that there was camera footage, I asked if Ronald had hit her, and she took a long pause before answering no.
I told Ronald there were cameras and that I was going to watch the video footage, but he still told me the same thing as above. Ronald said that there would not be anything on the camera. After watching the video footage, I observed Ronald run up and slap [VICTIM #1] with his right hand across the right side of her face while she was trying to walk away from him outside the motel room.
I then showed the video to [VICTIM #1] and asked if that was her; she said it was
I then walked out of the room and told Ronald to turn around and that he was under arrest. [VICTIM #1] and Ronald both said that they did not live together.
Ronald was handcuffed behind his back, checked for proper fit, and double-locked. I then put Ronald in the back of my patrol car and transported him to the Carroll County Jail.
[VICTIM #1] did not wish to prosecute.
Ronald was charged with Disorderly Conduct 16-11-39, said offense is a misdemeanor.
