On February 3, 2025, at approximately 1118 hours, I, Trooper Davis responded to a single vehicle crash with injuries on Old Villa Rica Road, north of its intersection with GA 8. When I arrived on scene, I observed a 2008 Nissan Pathfinder that was located off the roadway with heavy front-end damage.
Upon investigating the traffic crash, the driver who was later identified as Ryne Willoughby of Villa Rica, Georgia was attempted to negotiate a curve to the left and was traveling too fast, causing the Nissan Pathfinder SUV to travel off the roadway and onto the right shoulder of Old Villa Rica Road. Mr. Willoughby then struck 2 large trees with the front of the vehicle. Mr. Willoughby’s front seat passenger, [VICTIM #1] was being evaluated by West GA Ambulance EMTS for his injuries he sustained in the traffic crash. I observed that Mr. [VICTIM #1] had a large laceration to his head and was covered in blood. West GA Ambulance EMTS stated that, Mr. [VICTIM #1] was in traumatic cardiac arrest and was receiving CPR in attempt to save his life.
Mr. Willoughby was then transported to the hospital to be evaluated for his unknown injuries as well. TFC Phillips #967, SCRT-C arrived on scene to assist with the traffic investigation due to injuries of the driver and passenger. TFC Phillips photographed the scene and vehicle.
At approximately 1445 hours, I was notified by Carroll County Coroner [REDACTED] that Mr. [VICTIM #1] was pronounced deceased at 1445 hours from his injuries he sustained in the crash.
TFC V. Purugulla #912, SCRT-D subpoenaed Mr. Willoughby’s blood records and Mr. Willoughby’s blood contained several drugs in his system (oxycodone, amphetamines, benzodiazepines and THC). Warrants were issued for the arrest of Mr. Willoughby for Vehicular Homicide 1st Degree, Driving Under the Influence of Drugs- Less Safe, Too Fast for conditions and Failure to maintain lane.
