On 11/04/2025 at approximately 2023 hours, I responded to Lowes in reference to a criminal trespass warning.
Upon arrival, I made contact with [WITNESS #1]. [WITNESS #1] said that a male wearing all black was between the tractor trailers, shooting up drugs, and would not leave. A Lowe’s worker said that she knew the individual to be Sebastain Anderson. I asked the worker how she knew Sebastain and she said that she had gone to school with him. I told [WITNESS #1] that we would try to see if Sebastain was still out there. Ofc. Muffley and I conducted a security check of the area, but Sebastain was no longer there.
At approximately 2357 hours, I exited with a suspicious subject in the parking lot at 928 South Street (Title Max and Pawn). The male matched the description from the previous incident at Lowe’s. The man, wearing all black, was in a parking lot, stumbling around as all the surrounding businesses were closed.
I made contact with the male who identified himself as Sebastain Anderson, who was walking from the back of the property. I gathered Sebastain’s info, and as I was doing so, he said that he had an addiction problem. I noticed Sabastain having erratic body, arm, and hand movements. Based on my knowledge and training, people who exhibit this kind of behavior are familiar among those who are under the influence. I asked Sebastain if I could search his bag and his person, and he complied. As I was searching Sebastain, he said that he would smoke pot every day, but all he could find was Meth. I did not see anything in Sebastain’s belongings.
I asked Sebastain what happened at Lowes earlier in the night. Sebastain said he did not know what I was talking about. I told Sebastain that two separate people ID him and that they said he was shooting up drugs between the tractor-trailers in the parking lot. Sebastain noted that he did not do drugs today and that he did so some meth 2-3 days ago. Based on Sebastain’s condition at the time, I continued to interview him. Sebastain later admitted to eating Meth today.
I asked Sebastain what the plan was for the rest of the night. Sebastain said that he had nowhere to go. I asked Sebastain where he lived. He said that he did not have a home and that he stayed in the woods behind Walmart. I told Sebastain that he needed to find somewhere to stay for the night and not return to this area (Title Max) because the businesses are closed and he had no lawful reason to be there. Sebastain said that he would go to his friend’s house. I told Sebastain that he was free to take off, and he started walking South in the parking lot.
I left the parking lot and resumed patrolling the South side of South Park Street. After approximately 30 minutes, I was traveling North on South Park Street, where I witnessed Sebastain again at Title Max. This time, he was walking in the grassy area that is very close to the road. Given Sebastain’s state, he was a danger to himself and others, as he could have stumbled and fallen into the roadway. It should be noted that Sebastian was in the parking lot of a closed business, wandering around.
I turned into the parking lot of Title Max and got out with Sebastain. Sebastain said that he was looking for his tablet. I told Sebastain that he did not have a tablet in his possession when I previously searched his belongings. Also, Sebastain could give no reason why he was there.
I approached Sebastain and asked him to turn around. Once I asked Sebastain to turn around, he started running from me. I told him to stop, grabbed his shirt, and guided him down to the ground. Once Sebastain was on the ground, I got into a full mount position and ordered him to put his hands behind his back.
I then called out on the radio 10-10 (fight). Sebastain did not comply with my commands, and I tried to gain control of his hands, but he put them under his body around his waist, where it’s common for people to keep weapons. I kept giving Sebastain commands to let go of his hands, but he offers no cooperation. I delivered one closed fist strike to Sebastain’s back area.
As I continued to give Sebastian commands, he still refused to comply, despite my efforts to gain control. I then gave Sebastain two more closed-fist strikes to the back, but Sebastain was still resisting with his hands by his waist, where weapons are commonly kept. I delivered two elbow strikes to the back of Sebastain’s head. I was finally able to get one of Sebastain’s arms, and at that time, Ofc. Muffley arrived and assisted in handcuffing Sebastain.
Once Sebastain was in handcuffs, they were checked for fit and double-locked. Sebastain was searched and placed into the back of my vehicle. Sebastain was read his Miranda warning by the assisting officers. Sebastain was asked if he had taken any drugs today. He said that he had eaten an amount of Meth earlier in the day.
West Georgia Ambulance was requested on scene and checked Sebastain. Sebastain was cleared and returned to our custody. Sebastain was transported to the Carroll County Jail, where he was denied entry and required further clearance from Tanner Medical Facility. Sebastain was transported to Tanner, and a CT scan and blood work were taken. Tanner cleared Sebastain and then was transported back to the Carroll County Jail, where he was cited and booked for the following.
