On 12/15/2024, at approximately 0005, I (Officer Taylor) was conducting a security patrol on foot at Adamson Square.

While observing patrons coming to and from the different establishments, I observed a man trying to wave me down. I approached and he told me that a drunk guy had just punched a bouncer in the chest.

I then walked closer to the Irish Bread Pub & Grill(210 Adamson Square), where I saw Shawn Waltz(Offender) standing across from [VICTIM #1] (Bouncer for Irish Bread Pub and Grill).

I spoke with [VICTIM #1] and he told me that Shawn was very drunk and that he was not letting him into the bar. [VICTIM #1] stated that when he denied Shawn entry into the pub because of his level of intoxication Shawn got angry and punched him in the chest.

I then approached Shawn and attempted to speak with him. As I spoke with Shawn I smelt the odor of Alcohol emanating from his breath. Shawn was slurring his words and struggled to put a complete coherent statement together. I asked Shawn numerous times what happened and he told me he had pushed the guy for not letting him in a bar that he had been in numerous times in the past. I then asked him for his ID and he refused to comply. He then grabbed his wallet and said it was broken and going to break numerous times. I continued to ask him for his ID and he then said no and started to put his wallet back into his pants.

I then told Shawn he was under arrest for refusing to comply with a lawful order. While attempting to place him into handcuffs Shawn pushed his arms to the front of his body. It took another officer and myself each on one arm to manipulate his arms behind his back while a third officer handcuffed him. After placing Shawn in handcuffs, I escorted him to my marked patrol vehicle and put him in the backseat.

I transported Shawn to the Carroll County Jail, where he was charged with the following:
Dis. Conduct: Public Drunk C66-7(7)(21)
Obstruction of a Police Officer C66-7(7)(22)
