On 01/03/2026, at approximately 2309 hours, I was dispatched to 725 Alabama Street (Chevron) in reference to a black male in red slumped over, blocking the road while standing up. Dispatch advised that the complainant, [WITNESS #1], thinks the male is on drugs.
I arrived and located a black male standing with his face turned towards the ground at the corner of North Burson Avenue and Alabama Street. This male was on the sidewalk of 699 Alabama Street (Carrollton Food Mart). This male was not moving; I approached him and asked him for his name and what was going on. This male was identified as Stanley Wynn.
I noticed Stanley had an odor of urine emitting from his person, and that the lower half of his jumpsuit was wet. His pupils were constricted, and he did not immediately acknowledge me until I was in his face. Stanely was visibly sweating; it should be noted that the temperature was close to 45 degrees outside. I had to repeat the questions to Stanley so that he could answer them. Stanley’s undershirt was also torn.
Stanley admitted to taking Methamphetamine and Cocaine earlier in the evening. He stated that he walked from his home to his current location. Stanley also stated that he urinated on himself.
Based on what I observed about Stanley, standing in a public area by a roadway, and his admitting that he took Methamphetamine and Cocaine earlier, I placed Stanley under arrest. I applied handcuffs to his wrist, checked the fit, and double-locked them. I placed Stanley into the back seat of my patrol car and transported him to the Carroll County Jail, where the jailers took custody of him.
Stanely Wynn was charged with C66-7(A)(21) Dis. Conduct: Public Drunk.
