[NARRATIVE #1 on March 08, 2025]

On March 8, 2025, at approximately 2:30 PM, Lieutenant Moore contacted the complainant who had left a message requesting a call back. The complainant wished to report a possible child abuse. Lieutenant Moore spoke with the complainant via telephone who advised that in February of 2025, she baby sat the listed juvenile who had bruising on his face/head area. The complainant advised she feared the child was being physically abused due to her sister, the listed witness, advising her that the mother, listed offender E.B., disclosed that the other listed offender, L.B., was physically and verbally abusive to the child. The complainant forwarded a photograph of the child she took when she baby sat him on February 15, 2025. Lieutenant Moore observed the photograph and observed the child with bruising on the left side of the child’s head/face area. The complainant provided contact information for the witness, her sister.

Lieutenant Moore spoke with the witness via telephone who advised the offender E.B. disclosed to her that her husband L.B. was verbally and physically abusive to their children. The witness advised that the offender E.B. advised her that offender L.B. had struck the listed child victim in the face leaving bruising. The witness advised that offender E.B. would have photographs of bruises on the child’s face on her phone.

Lieutenant Moore attempted contact with both offender’s at their residence however, was unable to make contact.

The offenders observed deputies at their residence on their security cameras and contacted the Catoosa County Communications Center. Lieutenant Moore spoke with offender E.B. via telephone who agreed to meet in person and discuss the report.

At approximately 4:17 PM, Lieutenant Moore met with offender E.B. at the Circle K gas station located at 4257 Cloud Springs Road, Ringgold, Georgia. Lieutenant Moore advised the offender of the complaint and she became emotional and stated, “you know it’s not me right?” The offender continued and stated that the abuser was her husband, L.B. The offender stated that she felt she was in danger because of the abuse and that she had photographs documenting the abuse. Lieutenant Moore asked the offender about the child victim and was advised he was in the vehicle. Lieutenant Moore checked on the child who appeared happy and not in distress at the time. The offender advised she had been in the hospital having surgery. The offender stated that her husband, L.B., suffered from mental health problems and she had not had the money to divorce L.B. The offender continued and advised that L.B. was abusive and had left her daughter screaming over an hour.

The offender advised that her other child, and 1 year old, suffered burns after L.B. spilled hot coffee on him. The offender implied that the spilled coffee was not an accident. The offender then stated that L.B. smacked the listed child victim in the face so hard that it left bruising and she had photographs of the child. The offender stated that the smack left “burns” on the child’s face. The offender advised that she had a video of the listed child victim stating “daddy hit me”. The offender advised that the incident she had a video and photographs of was from September of 2024. The offender stated that L.B. denied the accusations when she confronted him about the abuse. The offender stated she would rather L.B. go to jail and agreed that abuse was unacceptable. The offender described the injury to the listed child victim’s face from September of 2024 as a hand print. In the video, the child can be heard saying what appears to be, “in the face”.

Lieutenant Moore asked the offender if she would bring her children to the Catoosa County Sheriff’s Office so that DFACS could meet with her and to further investigate this incident. The offender agreed and met with Lieutenant Moore. Once DFACS arrived, they initiated a safety plan for the children.

Due to the photograph showing the listed child victim with marks from what was reported as physical abuse being originally taken in September of 2024 and then the other photograph showing the abuse continued at least through February of 2025, and the offender knowing of the abuse, and failing to report it, Lieutenant Moore placed her under arrest. The offender’s criminal negligence and failure to act, led to the continued abuse of the listed child victim. Lieutenant Moore escorted the offender into the jail and turned her over to jail staff. The children were turned over to DFACS who put a safety plan in place with family members of the children.

Lieutenant Moore was notified that offender L.B. had hired an attorney and would be willing to make a statement on March 10, 2025. Due to the statements from the complainant, witness, and other offender which was all consistent with the photographs, Lieutenant Moore applied for an arrest warrant for L.B.

[NARRATIVE #2 on March 10, 2025]

On March 10. 2025 at approximately 1400 hours offender L.B. turned himself in at the Catoosa County Sheriff’s Office. Lieutenant Wooten met with the offender and verified him by name and date of birth. The offender was searched for weapons with non found. The offender was handcuffed with his hands to the front. The handcuffs were checked for proper fit and double locked. The offender was walked to the booking area of the Catoosa County Detention Center where Lieutenant Wooten read the warrant to the offender. The offender was released to detention staff for booking procedures. The incident was recorded on Lieutenant Wooten’s body worn camera. The warrant was never entered into NCIC and needed no removal.

[NARRATIVE #3 on March 10, 2025]

Detective Lopez was assigned this case to assist Lieutenant Moore. Detective Lopez and Lieutenant Pitts were present for forensic interviews conducted at the Child Advocacy Center on March 10, 2025.

This case is cleared by arrest.
