On November 7, 2023 Deputy Jones was posted at Lakeview-Fort Oglethorpe High School (LFO). Deputy Jones heard over the school radio for the nurse to go to room 301 for a student having a medical issue. Deputy met the nurse at the classroom. The nurse had the student and was walking back to the nurse’s office. When the nurse asked the student if she had taken anything, the student said yes she had taken a hit off a cart vape. When the student as asked who she received the vape device from and she named the offender, Miss. Billingsley.

Deputy Jones then called for the principal, Mr. [WITNESS #1]. Mr. [WITNESS #1] requested Deputy Jones to meet him in his office while he gets Miss. Billingsley. While in the office with Mr. [WITNESS #1] and Miss. Billingsley, Mr. [WITNESS #1] requested Mrs. [WITNESS #2] to be present.

When Mr. [WITNESS #1] started to go through Miss. Billingsley’s bag he asked if there was anything in the book bag that could stab or poke him. Mrs. Billingsley stated that there was a knife in her bag. Mr. [WITNESS #1] located the knife in the book bag and handed it over to Deputy Jones. Deputy Jones measured the blade of the knife and it measured just shy of three inches.

Mr. [WITNESS #1] asked Miss. Billingsley about the vape device and she stated that she did not have one on her, and provided another students name, Jasmine Lepard. Deputy Jones advised Miss. Billingsley about the charges and that she was under arrest for having a knife on school property. Deputy Jones also advised Miss. Billingsley that if she had any dab or cart vape devices it would be better to hand them over to Deputy Jones now before we get to the jail. At this time Mrs. Billingsley handed over a vape device.

Deputy Jones charged Miss. Billingsley with having weapons on school property and possession of a vape device under 21. Miss. Billingsley was searched for any more contraband, and non was found. Handcuffed were checked for proper fit and doubled locked. Miss. Billingsley was placed in the rear passenger seat of Deputy Jones Patrol car and was seat belted in. Miss. Billingsley was transported to the Catoosa County Detention Center with no issues and handed over to detention staff. Starting mileage of transport was 98936 ending mileage was 98943.

Deputy Jones searched his patrol vehicles before and after the transport and no contraband was found. Deputy Jones applied for warrants and served Miss. Billingsley her active warrants in the booking area of the detention center. The knife was placed into evidence with receipt number 18575. The warrants were not entered into NCIC/GCIC.
