[NARRATIVE #1 on July 14, 2025]

On 07/14/2025 at approximately 1517 Hours Deputy Brittsan was dispatched to the listed residence in reference to animal cruelty. Deputy Brittsan made contact with the complainant CCAC officers who were already on scene. CCAC stated that they were called by a neighbor who requested a welfare check on the cats of the residence. Deputy Brittsan was informed by the CCAC officers that they had discovered four deceased kittens on the front porch of the residence. Deputy Brittsan made contact with the owner who stated that he had ten to twelve cats within the residence that he took ownership of and stated that he did not know about the kittens on his front porch. CCAC officers alerted Deputy Brittsan to a box on the porch that was open and on it’s side and found what appeared to be three kitten skeletons in plain view. Deputy Brittsan also located another dead kitten on the porch significantly decomposed in plain view. CCAC and Deputy Brittsan located four more kittens under the porch who appeared to be in distress one appeared to have a swollen eye. CCAC stated that they would be seizing all the animals of the residence based on the conditions of the animals. CCAC and Deputy Brittsan located another deceased cat in the back yard.

Deputy Brittsan and CCAC allowed the subject B.P. to remove the majority of the inside animals. In total Deputy Brittsan counted 15-20 cats some within and some outside in the immediate vicinity of the residence. Deputy Brittsan observed the cats within the residence to be emaciated, there was no ventilation to the residence, there was no visible food or water present, the condition of the house was extremely unsanitary. The house had cat feces and urine throughout the residence, there were four large bins full of cat feces. Trash was littered throughout the residence. The windows were shut to the residence and there was no ventilation besides one ceiling fan. Deputy Brittsan notes that the offender would have had to walk past the dead kittens to enter and exit the residence the kittens being approximately 3-4 feet from the only entrance or exit of the residence. Offender’s advised that they were in a romantic relationship and that they had shared ownership of the property and the animals.

Deputy Brittsan asked to be allowed inside to check for more animals that needed to be seized by animal control. The subject B.P. refused access to the residence however the subject V.L. stated CCAC and Deputies were allowed to enter the premises to secure the animals. Deputy Brittsan entered the home with CCAC in order to secure any further animals that could be in danger from maltreatment. Deputy Brittsan walked with the V.L. subject throughout the residence to secure any further animals inside. After securing as many animals as they could CCAC worked with the offenders to provide some cat food and water in the meantime until they can return to the residence and secure the rest of the animals. CCAC advised that they would need respirators to secure the remaining animals safely. CCAC officers stated that they would set traps for the remaining cats outside.

Deputy Brittsan found that the owners of the residence mutually, intentionally exercised custody, control, possession, or ownership of the cats, maliciously failed to provide the cats adequate food, water, sanitary conditions, or ventilation that is consistent with what a reasonable person of ordinary knowledge would believe is the normal requirement and feeding habit for such animal’s size, species, breed, age, and physical condition to the extent that the death of four kittens and one cat occurred.

Deputy Brittsan placed both offenders into custody. Both offender’s were searched incident to arrest. Deputy Brittsan handcuffed both offenders behind the back, double locked, and checked for fit. The offenders were seat-belted in the rear of the vehicle. Deputy Brittsan promptly transported the offenders to CCSO Detention where they were turned over to jail staff without issue. Deputy Brittsan searched his patrol car prior to and after transport for contraband with none found. Deputy Brittsan applied for one warrant for each offender.

[NARRATIVE #2 on July 15, 2025]

On the 15th of July, 2025 at 1110 hrs. Deputy Penson stood by while Officer [REDACTED] and Officer [REDACTED] from animal control made entry back into [1300 BLOCK] Saunders rd in an attempted to locate more cats. During the search they located one kitten deceased in the laundry room on a shelf. 4 living kittens were located in a small bedroom in a box also 2 adult cats were removed with several more still running free and hiding. The cats were taking to the animal shelter for safe keeping.
