Deputy Hooton was summoned to the office of Heritage High school in regards to a fight that occurred in the cafeteria between the victim and offenders. While approaching the main office, Deputy Hooton observed the complainant and offender Z.J.M. standing in the main lobby of the school. Deputy Hooton could hear offender Z.J.M. cursing the complainant and bowing up his arms and clenched fists in a manner that suggested he was going to fight with the complainant. Deputy Hooton and the complainant were able to walk offender Z.J.M. through the main office and into Deputy Hooton’s office, but he continued to curse the complainant and Deputy Hooton. It should be noted the main lobby of the school and main office were full of students, staff members and visitors when this disturbance occurred.
While in Deputy Hooton’s office the decision was made to charge the offender with disorderly conduct and he was advised he was under arrest. Deputy Hooton moved to offender Z.J.M. and attempted to handcuff him. The offender responded by cursing Deputy Hooton and saying “your not taking me to jail”. He also responded by pulling away from Deputy Hooton and he continued to curse and resist the efforts of Deputy Hooton to handcuff him. This struggle lasted for about 3 minutes, but the offender was handcuffed and taken into custody. Deputies Colonel Holcomb, Detective Roden and Detective Lyons arrived at the school and helped Deputy Hooton further secure the offender and get him searched and placed in Deputy Hooton’s patrol vehicle. The offender was searched and no contraband was found. The offender has very small wrist and the handcuffs were tightened down to the smallest setting and did not need to be double locked. They were checked for fit.
After searching the back seat of Deputy Hooton’s patrol vehicle, the offender was placed in the seat and seat belted in. Offender Z.J.M. was then transported to the Catoosa County jail without incident. The offender was turned over to detention staff.
