Officer’s Narrative:

On 11/04/2025, I responded to [500 BLOCK] E Duffy Street in reference to a hit-and-run. I activated my body-worn camera (BWC) upon arrival.
Once on scene, I contacted the reporting party, Ms. [VICTIM #1], who stated that she was inside her residence when she heard the sound of a crash outside. Ms. [VICTIM #1] advised that when she went to investigate, she observed a silver Subaru Crosstrek that had struck her red Honda Insight. She reported that the collision caused damage along the driver’s side of her vehicle and punctured the driver’s side rear tire. Ms. [VICTIM #1] stated her vehicle was not occupied when it was struck.
Ms. [VICTIM #1] stated she could make contact with the driver of the Subaru, later identified as Ms. Alyssa Romigh, who had parked her vehicle nearby and walked back to the scene. Ms. [VICTIM #1] advised that while speaking with Ms. Romigh, she detected the odor of an alcoholic beverage coming from Ms. Romigh’s person. Ms. [VICTIM #1] stated that Ms. Romigh refused to contact 911 and only provided her name, cell phone number, and license plate information before leaving the scene.
Ms. [VICTIM #1] stated that shortly after the incident, she attempted to contact Ms. Romigh using the phone number provided, [REDACTED BY AGENCY]. She advised that while doing so, she received a text message from that number stating that she had the wrong number, insinuating that the number did not actually belong to Ms. Romigh. Ms. [VICTIM #1] then called 911 to report the accident.
While on scene, I noted visible damage along the driver’s side of Ms. [VICTIM #1]’s red Honda Insight consistent with a sideswipe collision. I also observed vehicle debris on the roadway, which appeared to have originated from the front bumper of Ms. Romigh’s Subaru Crosstrek.
When asked to describe Ms. Romigh, Ms. [VICTIM #1] described her as a white female with curly hair.
I then issued Ms. [VICTIM #1] an accident exchange form based on the information provided regarding Ms. Romigh and her vehicle.
Before arriving at [600 BLOCK] E Park Lane, I attempted to contact Ms. Romigh using the same phone number provided by Ms. [VICTIM #1]. During the call, the female who answered advised that the number did not belong to Ms. Romigh and ended the call. I made several additional attempts to call back and sent text messages identifying myself as a police officer, but I did not receive a response.
Following this, I proceeded to [600 BLOCK] E Park Lane, where I was able to locate a silver Subaru Crosstrek bearing Georgia temporary tag [REDACTED] parked in front of the residence. I then took photographs of the vehicle, which showed damage to the front right bumper with small streaks of red paint transfer consistent with Ms. [VICTIM #1]’s vehicle color.
While photographing the vehicle’s damage, I observed a white female matching Ms. [VICTIM #1]’s description peeking through the blinds of a second-story residence window.
I then attempted to contact Ms. Romigh. While at the residence’s front door, I made contact with a white male, whom I later identified as Mr. [WITNESS #1]. I advised Mr. [WITNESS #1] of the reason for my presence and explained that I was attempting to contact Ms. Romigh regarding the hit-and-run investigation.
While speaking with Mr. [WITNESS #1], he advised that his roommate, Ms. Alyssa Romigh, was upstairs. After a short wait, Ms. Romigh came downstairs, and I was able to speak with her regarding the incident.
While speaking with Ms. Romigh, I advised her of the reason for police contact and asked why she had provided the reporting party with a false phone number. Ms. Romigh became irate and stated that the number was not fake, even after I informed her that I had called and texted the number and was advised by the person who answered that it did not belong to her. Upon returning, Ms. Romigh went inside the residence to retrieve her phone and stated that she had not received any calls or messages from anyone.
While holding her phone, I observed an existing text thread showing the message I had sent identifying myself as a police officer attempting to contact her regarding the incident. Ms. Romigh then advised that she did not strike Ms. [VICTIM #1]’s vehicle.
Based on Ms. Romigh’s irate behavior and my detection of the odor of an alcoholic beverage coming from her person, I advised her that she was under arrest.
Use of Force
After advising Ms. Romigh that she was under arrest for hit-and-run (O.C.G.A. §40-6-270), she refused to comply with multiple lawful commands to place her hands behind her back. Ms. Romigh became increasingly agitated, stating she was not going to jail, and began pulling away while backing toward the residence’s doorway.
I gave Ms. Romigh several verbal commands to stop resisting and to place her hands behind her back, which she ignored. Due to her continued non-compliance, I made physical contact to prevent her from retreating further into the residence. I guided her away from the doorway using an open-hand control technique. Ms. Romigh tensed her arms and attempted to pull free from my grasp.
At that time, I utilized a controlled arm-bar takedown to bring Ms. Romigh to the ground in a safe and controlled manner. Once on the ground, Ms. Romigh continued to actively resist by thrashing her body and refusing to place her hands behind her back. While attempting to gain control of her hands, Ms. Romigh reached toward my groin area, grabbed my testicles, and tried to apply pressure in a manner intended to cause pain and prevent me from gaining control.
In response to Ms. Romigh’s assaultive behavior and in fear of further injury, I delivered a single, controlled elbow strike to her facial area to create distance and gain compliance. The strike was effective, causing Ms. Romigh to release her grip.
Immediately after releasing her grip, Ms. Romigh bit my right forearm, applying pressure with her teeth. To prevent further injury, I placed my right forearm across her face to create distance and restrict her ability to bite again. Shortly after, I was able to gain compliance by forcefully placing her hands behind her back and securing them.
Once additional officers arrived, they placed Ms. Romigh in the rear of my patrol vehicle without further incident. Ms. Romigh was placed in double-locked handcuffs and checked for proper fit and circulation.
Once secured, Ms. Romigh was assisted to her feet and medically assessed on scene by EMS for a small abrasion and minor swelling to her lower lip sustained during the encounter. I sustained visible bite marks and redness to my right forearm, along with temporary pain to my groin area, but did not require immediate medical attention.
I notified the on-duty supervisor and EMS of the incident regarding the use of force and the injuries sustained.
I then transferred custody of Ms. Romigh to Cpl. Anderson, who transported her to Memorial Medical Center for treatment and later to the Chatham County Detention Center for booking.
