On November 5, 2025, at approximately 1800 hours, I responded to a domestic disturbance call at [1100 BLOCK] W 50th Street.
Upon my arrival at the scene, I established contact with Ms. [WITNESS #1], Ms. [WITNESS #2], and Ms. [VICTIM #1]. I inquired of Ms. [WITNESS #2] and Ms. [WITNESS #1] regarding the events that transpired within the residence. Ms. [WITNESS #1] reported that her children’s father, Mr. Andre Barnes, had struck her mother, Ms. [VICTIM #1], in the face. Ms. [WITNESS #2] corroborated Ms. [WITNESS #1]’s statement, indicating that she had also witnessed the incident. Furthermore, Ms. [WITNESS #1] noted that Mr. Barnes had been consuming alcohol and was inebriated due to the distress caused by his recent termination from employment.
I recalled that dispatch had communicated the presence of a firearm in connection with the incident. I sought clarification on any injuries sustained and questioned the location of the firearm. Accompanied by Ms. [WITNESS #2], I proceeded indoors to ascertain whether the reported firearm remained in the residence, which I subsequently located in the suspect’s room. I inquired about Mr. Barnes’s whereabouts, and Ms. [WITNESS #1] informed me that he had fled the scene on foot, heading west on W 50th Street, before the police arrived.
I checked on Ms. [VICTIM #1]’s condition and offered assistance from emergency medical services (EMS). Ms. [VICTIM #1] confirmed that Mr. Barnes had struck her and requested EMS support. I promptly contacted EMS at our location and provided a detailed description of the suspect to the other responding officers to help locate him.
Thereafter, I gathered the names of all individuals who had witnessed the incident. I also inquired about the presence of children in the home. Ms. [WITNESS #1] stated that her children, [REDACTED] and [REDACTED], had not witnessed or heard the incident because they were wearing headphones in another room.
I notified my supervisor about the situation. EMS arrived on the scene shortly thereafter, and I secured the firearm in my fully marked patrol vehicle. I issued Crime Report Number (CRN) cards to both Ms. [WITNESS #1] and Ms. [VICTIM #1], informing them to contact the police if Mr. Barnes returned. Mr. Barnes’ firearm was a Taurus G2C 9mm pistol (ABM300640). I transported the firearm and logged it into the property room for safekeeping.
Shortly after departing the scene, I received another call for service at [1100 BLOCK] W 50th Street, with dispatch indicating that Mr. Barnes had returned to the residence. I promptly alerted other officers to establish a backup unit and proceeded to the location. Upon arrival, I observed Ms. [WITNESS #1] and Ms. [WITNESS #2] shouting toward the home, with Ms. [WITNESS #1] indicating that Mr. Barnes had reappeared.
I entered the residence to locate Mr. Barnes and found him inside the children’s bedroom. As I attempted to apprehend him, he exhibited resistance by tensing his body and attempting to withdraw his arm. To gain control, I applied a handcuff to the wrist I held. I then maneuvered his arm behind his back while applying pressure to his shoulder, using the momentum to position him onto his stomach.
I maintained pressure on his shoulder while securing the controlled arm against my body, guiding Mr. Barnes down toward the futon, where Officer Lewis was able to complete the handcuffing process. I positioned my left arm behind Mr. Barnes’s neck to prevent him from lifting his head and utilized my right arm to keep his arm extended behind his back.
Once Mr. Barnes was successfully handcuffed, he was escorted out of the residence and secured in the back of Officer Lewis’s fully marked patrol vehicle. I requested a supervisor be present at the scene due to the use-of-force incident, and Sergeant Richardson arrived shortly thereafter. I briefed him on the circumstances of the incident.
Officer Lewis transported Mr. Barnes to the hospital for medical clearance and to facilitate the de-escalation of the situation between him and Ms. [WITNESS #1].
I informed Ms. [VICTIM #1] that the CRN card I had previously provided would be used to document Mr. Barnes’s arrest.
