On January 16, 2026, at approximately 06:18, I responded to [800 BLOCK] W 42nd St for a 911 hang-up – with dispatch notes indicating someone was actively trying to get someone to stop hitting them, and she was choked.

Upon arrival, I made contact with [VICTIM #1], a Black female, who stated she had been physically assaulted and choked by her husband, Andrea Parker. [VICTIM #1] stated the incident occurred in the driveway of the residence near her vehicle. She advised that Parker arrived home at approximately 0600 hours and was “high.” [VICTIM #1] stated she told Parker to leave the residence and return the house key, which initiated a verbal altercation in or near her bedroom.

[VICTIM #1] stated the altercation moved outside to the driveway because she was attempting to stop Parker from removing the tag plate from the vehicle. [VICTIM #1] reported that Parker grabbed her by the neck (with his hands – she demonstrated with one hand), threw her to the ground, and strangled her. [VICTIM #1] stated the strangulation caused her to lose consciousness for approximately three minutes (her estimated time when asked how long she was unconscious). [VICTIM #1] also stated she struck the back of her head on the ground when she fell; however, I did not observe any visible injury to the back of her head.

I did observe a visible injury on [VICTIM #1]’s neck consisting of a small red horizontal line on the right side of her neck beneath the ear/jaw area. I also observed mild discoloration on her neck, though I could not determine whether this was consistent with her normal complexion. Photographs of [VICTIM #1]’s neck were taken and uploaded under this CRN for evidentiary purposes.

[VICTIM #1] further stated that Parker then allowed her back inside the residence, where he threw her down again in the front room near the couch and continued to physically assault her. [VICTIM #1] stated Parker kicked and struck her about the face and head. As a result, [VICTIM #1] sustained a busted upper lip with visible blood, which became increasingly swollen while I was on scene. A photograph of this injury was also taken and uploaded as evidence.

[VICTIM #1] stated her uncle, [WITNESS #1], who also resides at the residence, attempted to intervene and stop Parker from continuing the assault. The altercation resulted in broken glass near the coffee table, approximately two feet from the couch. When I spoke with [WITNESS #1], he advised that the glass had broken during the struggle while Parker was “tussling” with [VICTIM #1] and that he attempted to avoid the glass while trying to intervene.

[VICTIM #1] declined EMS; however, EMS was requested due to the reported loss of consciousness and visible injuries. Upon arrival, [VICTIM #1] refused medical treatment.

Sgt. Samuell was notified of the incident and the reported strangulation.

I took photographs of the driveway area, which showed visible damage to the vehicle’s tag plate, as well as [VICTIM #1]’s shoes (white/multicolor) and slides still present in the driveway. [VICTIM #1] advised her shoes came off during the strangulation and when she was pushed to the ground.

Probable Cause

Based on the totality of the circumstances, including [VICTIM #1]’s statements that Andrea Parker grabbed her by the neck, threw her to the ground, strangled her until she lost consciousness, and continued to physically assault her inside the residence; the visible injuries observed, including a red horizontal line injury to the neck consistent with strangulation and a swollen, bleeding upper lip; the broken glass indicative of a violent struggle; the 911 call reporting an active assault and choking; and corroborating statements from [WITNESS #1], there was probable cause to believe Andrea Parker committed Battery (Family Violence) in violation of O.C.G.A. § 16-5-23.1 and Aggravated Assault Strangulation in violation of O.C.G.A. § 16-5-21(b)(2).

Based on this probable cause, Parker was detained.

Parker was transported to Central Precinct to await detectives. I stood by at Central Precinct until Detective Purdee arrived. Officer Cherubin took custody of Parker and completed transport to Central Precinct and subsequently to the Chatham County Detention Center (CCDC) after Parker was interviewed by Detective Purdee.
