On October 25, 2025 I was dispatched to Barnard Street and W Congress Street for a disordely perons. My Body-Worn Camera was active.
Upon arrival, I made contact with security personnel working in Ellis Square. They informed me that a female and male subject had been yelling and causing a disturbance during an ongoing public event, prompting multiple complaints from bystanders.
I observed a Black female, later identified as Andriea williams walkinging in circles in the square while yelling incoherently. Ms. Williams’ conduct created public alarm and inconvenience to others in the area, as pedestrians visibly avoided her and altered their paths to distance themselves. I approached Ms. Williams and asked what was occurring. As I attempted to engage her in conversation, she stepped toward me aggressively and began speaking loudly in a nonsensical manner. Her erratic body movements, wide eyes, and dehydrated lips led me to believe she was under the influence of an intoxicating substance.
I advised Ms. Williams several times to lower her voice and calm down, but she refused to comply. After I again instructed her to stop shouting, Ms. Williams yelled, “I’m not being loud, this is being loud!” and screamed at the top of her lungs in close proximity to me. Her behavior was volient tumultuous, and served no legitimate purpose, thereby disturbing the peace and tranquility of the public gathering.
Based on my observations and the totality of circumstances, I determined that Ms. Williams’ actions met the elements of Disorderly Conduct under OCGA §16-11-39(a)(1) specifically, acting in a violent or tumultuous manner toward another person such that the conduct placed others in fear for their safety and disturbed the peace.
Ms. Williams was placed under arrest for Disorderly Conduct. During a search incident to arrest, Officer Evans located a glass pipe concealed within Ms. Williams’ bra lining. When asked what type of narcotics she used, she stated, “meth” No drugs were located on her person.
Ms. Williams was transported to the Chatham County Jail, where she was booked. The pipe was logged into the SPD Property Room.
