On 05/06/2025 at approximately 2045 hours, I responded to [600 BLOCK] East Liberty St, in reference to a Public Indecency Call.
Upon arrival, the complainant, [WITNESS #1], and witness [WITNESS #2], advised they observed a black female later identified as Annie Wright performing oral sex on a black male later identified as Terry Ruff, at the bus stop across from [600 BLOCK] E Liberty St. [WITNESS #1] advised Annie and Terry were walking westbound on E Liberty St. and started pointing them out to units on scene.
I then walked across the street and made contact with Annie and Terry. They both were detained and placed in properly fitted double-locked handcuffs and placed in the rear of patrol units.
I then made contact with [WITNESS #2] again, who advised he had video evidence of the incident. Upon watching the video and witnessing Annie’s head going in and up and down motion while Terry’s p*nis was in her mouth, I returned to my patrol car and placed Terry and Annie both under arrest for Public Indecency per OCGA 16-6-8 (F).It is important to note [WITNESS #1]’s minor son [REDACTED], as well as, [REDACTED] and her minor son [REDACTED] were outside playing and observed the incident occur. A search incident to arrest of both parties yielded negative results. I attempted to read Terry Miranda Warning to which he kept yelling over me and telling me to shut the fu*k up and get out of his face, he did not have sh*t to say to me.
I transported and booked Terry into CCDC without further incident.
An Axon Community Request was sent to [WITNESS #2] for him to upload the evidence.
