On 1.20.2026 I was dispatched in reference to a possible fight in the area of New Mexico and Pennsylvania Ave with the subjects allegedly in possession of firearms.
Upon arrival, I observed Mr. Young actively fighting with multiple subjects on the ground, with an unknown woman later identified as his mother waving us down. I approached the scene and Mr. Young jumped up, briefly attempting to run to the back before returning to his mother’s vehicle (Georgia Tag: [REDACTED]). As I attempted to ascertain what had transpired and conduct a patdown of Mr. Young, an altercation between an individual and officer’s onscene broke out.
As I observed multiple officers attempting to take the subject into custody, Mr. Orr repeatedly ran towards the officers attempting to take the individual into custody. I gave multiple commands to the subject to “Get Back” at this time. As officers began to escort the subject to be placed in a patrol vehicle, Mr. Orr once again attempted to approach the officers in close proximity, stating that he was recording the arrest. At this time, due to the repeated interference with law enforcement effecting an arrest of what was later found to be his younger brother, I detained Mr. Orr in handcuffs and transported him to my patrol vehicle.
I then approached Mr. Young once more to determine the scope of what transpired. I advised him of what I had observed and that he had blood visible on his pants and a fresh laceration on his right hand. Mr. Young was largely incoherent at this time and did not provide any material evidence at this time. I advised him that he was being placed under arrest at this time in reference to Disorderly Conduct and Affray.
Mr. Orr was then searched and placed under arrest for Obstruction in reference to his interference in the detention of the other subject with his property being relinquished to family members onscene. I was advised by Ofc. Leguillow that Mr. Young’s girlfriend stated that Mr. Young was fighting Mr. Orr at the time of the initial incident, however I did not see any signs of a physical confrontation at this time and Mr. Orr stated that he was not involved in a physical altercation in the last 24 hours.
After Mr. Orr spoke with Sgt. Foraker, Ofc. Feliciano and I transported him to CCDC, where he was booked. Mr. Young was transported by Ofc. Boehm and booked.
