On 03/20/2026 at approximately 1910 hours, I was conducting uniformed patrol as part of the Community Response Team. I was the driving officer of a marked two-man patrol unit with Corporal Aguilar seated in the passenger seat. We were both wearing Class C uniforms with badges displayed.
While patrolling the area of Abercorn Street, we were actively searching for a stolen vehicle that had recently alerted on Flock cameras. The alert indicated a stolen black Hyundai Sonata bearing Georgia license plate [REDACTED]. An NCIC check further advised that the suspect associated with the stolen vehicle was possibly armed with a firearm.
While near the intersection of Abercorn Street and Janet Street, we observed a vehicle several cars ahead of us that matched the description of the stolen vehicle. Due to traffic conditions, we were initially unable to confirm the license plate. However, we observed the vehicle making rapid and unsafe lane changes, which raised suspicion that the driver may have recognized our marked patrol unit.
Traffic briefly cleared, allowing us to visually confirm the license plate as [REDACTED], matching the stolen vehicle. Based on the suspect’s erratic driving behavior and the likelihood that we had been visually identified, we believed the driver would attempt to flee.
We continued to observe the vehicle traveling northbound on Abercorn Street. Near Derenne Avenue, the vehicle abruptly changed lanes from the number one northbound lane into the number two left-turn lane to travel westbound on Derenne Avenue. Due to heavy traffic, the suspect vehicle appeared partially contained on the front and passenger side, with the driver’s side remaining open.
Given the limited time and opportunity to safely contain the vehicle, we attempted to position our patrol unit alongside the driver’s side with emergency lights and siren activated. Corporal Aguilar issued verbal commands to the driver. The driver looked toward us and immediately fled, maneuvering between our patrol vehicle and another vehicle that had moved forward, creating a narrow gap.
The suspect vehicle then drove over a physical median into oncoming traffic, proceeding northbound in the southbound lanes of Abercorn Street. I returned to my patrol vehicle, remained in the left-turn lane, and deactivated my emergency equipment due to safety concerns.
Shortly after deactivating my emergency equipment, we observed the suspect vehicle collide with another motorist in the intersection of Abercorn Street and Derenne Avenue. The suspect then re-crossed the median. I reactivated my emergency equipment and entered the intersection. At that time, I observed the driver exit the passenger side of the vehicle and flee on foot eastbound on Derenne Avenue.
I pursued the suspect in my patrol vehicle as he ran through a driveway into an open backyard, then back toward Derenne Avenue, continuing eastbound. I was able to maneuver ahead of the suspect, at which point he reversed direction and began running westbound. It was apparent that the suspect was becoming fatigued.
During the foot pursuit, I observed the suspect running with his left arm held at approximately a 45-degree angle, clutching the front of his waistband. Based on my training and experience, this behavior is consistent with an individual attempting to secure a weapon, typically a firearm. This observation was consistent with the NCIC information indicating the suspect may be armed.
As the suspect ran westbound, I exited my patrol vehicle and continued the pursuit on foot. I observed Corporal Aguilar deploy multiple pepper ball rounds toward the suspect, which appeared to distract and slow him. The suspect subsequently fell to the ground.
Due to the information that the suspect may be armed and his status as a fleeing felon, I unholstered my department-issued TASER. Upon the suspect falling, I observed his right hand raised while his left hand remained near his side. I deployed my TASER in an attempt to prevent further resistance and to inhibit access to his waistband; however, the probes did not make effective contact.
After the TASER deployment, the suspect raised both hands. I holstered my TASER and attempted to secure the suspect’s left arm. The suspect actively resisted by tensing his arms and pulling away, preventing me from placing him in handcuffs. I delivered distractionary strikes with my leg to the left side of his torso, after which I was able to bring his arms behind his back and secure him in handcuffs.
The suspect was later identified as Arthur Green. I assisted Green to his feet and escorted him to my patrol vehicle. While attempting to search him, Green continued to resist and actively prevented me from searching his front waistband area, further raising suspicion that he was concealing an item. After continued effort, I conducted a hasty search of his person; however, no weapons or contraband were located.
Green repeatedly stated that he “didn’t do anything” and complained that he could not breathe and that his face was burning due to pepper ball exposure. I provided aid by pouring water on his face.
After securing Green in my patrol vehicle, I returned to the crash scene, where I observed that the suspect vehicle had collided with three other vehicles, causing significant damage. Upon inspection of the stolen vehicle, I observed that the steering column had been tampered with and the ignition was punched, with no key present, indicating the vehicle had likely been hot-wired.
EMS was requested and responded to treat the occupants of the involved vehicles as well as Green. Georgia State Patrol responded and assumed responsibility for the crash investigation see CRN C001032589. Chatham County Police Department responded and took custody of Green for further investigation related to the stolen vehicle.
All our charges and traffic citations were turned over to the Chatham County Police Department officer taking custody of Green. Green was subsequently transported to the Chatham County Detention Center and booked on the following charges:
