On November [01], 2025, at approximately 0300 hours I responded to the area of E 35th St and Live Oak St regarding Mr. Bernard Jenkins calling asking for help. Since October 31st, 2025, at 1840 hours this same individual had called 911 services approximately 5 times with similar results. I was advised that officers could only make contact with Mr. Jenkin’s on 2 of those calls (reference CRN 251101002) and EMS had responded to 1 as well. When PD was looking for him, he gave a location but could not be found and appeared to be avoiding contact with 911 services. According to dispatch notes Mr. Jenkins calls and leaves a location and hangs up the phone.

Once in the area given me and other officers began canvassing for Mr. Jenkins but could not locate him. A Rapid SOS was conducted, and his location was discovered at [1200 BLOCK] E 35th St. Once there Mr. Jenkins was located, and he simply stated he wanted help and no further. He was placed in double-locked handcuffs and searched incident to arrest for the charge of Abuse of 911 Services (OCGA 16-11-39.2) I was told by Sgt. Foraker that he alleged to have taken an unknown substance on prior interactions. For his safety he was brought to Memorial Hospital where a doctor medically cleared him.

Mr. Jenkins was then transported to CCDC where he was received. Upon being taken into the intake area he took his shoe off and promptly took and item out of his shoe and ingested it. CCSO staff observed this and acted.

Mr. Jenkins could not provide explanation for the calls for service but mentioned he intended to seek help but could not voice his reasons why. It should be of not when confronted by doctors and nurses he chose to be quiet. However, when placed back in my marked patrol vehicle he began questioning why he was not receiving treatment. He acted the same way with CCSO staff.
