On the above date and time, I was dispatched to 306 W. Upper Factors Walk in reference to a drunk and disorderly subject.

I arrived on scene at Stafford’s Public House and made contact with the reporting party and business owner, Mr. [VICTIM #1]. Mr. [VICTIM #1] advised that an individual wearing a red shirt, khaki shorts, a red hat, and having a round belly had been inside the establishment making racially charged remarks toward bar staff. Mr. [VICTIM #1] was able to provide a photograph of the individual.

Mr. [VICTIM #1] further stated the individual appeared highly intoxicated and, after a brief verbal argument, was asked to leave the establishment. As the individual exited the bar, he pulled the fire alarm handle, activating the building’s fire alarm system.

The Savannah Fire Department units responded to the scene.

After leaving Stafford’s Public House, the suspect went to the Whiskey Bar located next door, where he consumed a drink, paid his tab, and departed. The suspect then continued east on Bay Street toward the Bohemian Hotel, where he attempted to enter an occupied vehicle before leaving the area.

The suspect continued east on Bay Street and then turned right, eventually sitting in Reynolds Square.

Officers canvassed the area and notified an off-duty officer via radio to be on the lookout for an individual matching the description and to provide a photograph if located. The suspect was observed seated on a bench in Reynolds Square, speaking with unknown individuals.

The suspect was positively identified and determined to be Mr. Bradley Scoggins. Mr. Scoggins was taken into police custody without incident. His identity was further verified by the recovery of his wallet and cell phone, which he had left inside Stafford’s Public House, confirming his presence at that location.

Mr. Scoggins was charged with the following:

OCGA 16-10-27 Transmitting a False Report of a Fire
OCGA 16-11-41 Public Drunkenness
OCGA 16-11-39 Disorderly Conduct

Mr. Scoggins was transported to CCDC without further incident.

Mr. [VICTIM #1] was issued a CRN card.
