On 11/08/2025, at approximately 0222 hours, I, Officer Torres, responded to a call for domestic violence at [2000 BLOCK] N Fernwood Dr.

When I arrived, I saw the victim, later identified as Ms. [VICTIM #1], at a witness’s front porch, crying and struggling to breathe. I then asked her what happened, to which she stated that her boyfriend, Mr. Carl Brown, had followed her from her friend’s house and choked her out over her slapping him in the face to wake him up.

After speaking with her, I checked for signs of petechiae in her eyes and ears. I did not see not see any signs or marks from strangulation. After checking Ms. [VICTIM #1], I then spoke with the witness, Ms. [WITNESS #1]. When speaking to her, Ms. [WITNESS #1] stated that she saw Ms. [VICTIM #1] crawl up in a fetal position by her room on the side of the house, screaming to leave her alone. She then stated that she walked around to get away from him, but he would still follow her. Ms. [WITNESS #1] then stated that she tried to go back to sleep and but Ms. [VICTIM #1] ended up on the front of her porch screaming for help. She walked up to the door and saw Mr. Brown and Ms. [VICTIM #1] grappling with each other.

After a few moments, they walked away and came back. Ms. [WITNESS #1] then explained that she saw Mr. Brown leaning over her wooden porch with Ms. [VICTIM #1] in front of him, strangling her with both hands wrapped around her neck. Ms. [WITNESS #1] stated that it was then Mr. Brown noticed Ms. [WITNESS #1] watching and got off of her, where you can see Ms. [VICTIM #1] actively struggling to breathe. Mr. Brown then walked away and went to sit at the N. Fernwood sign.

After speaking with Ms. [WITNESS #1], Cpl Bond, who responded as a backup up requested a detective due to this incident having strangulation involved.

After detectives spoke with the witness, the victim, then the suspect. Mr. brown was charged with OCGA 16-7-21 Criminal Trespass for damage to the witness’ property, OCGA 16-5-23 Simple Battery for unwanted touch or contact, and OCGA 16-5-21 Aggravated Assault for the strangulation that the witness had stated she saw.

After speaking with all parties, Ofc. McCormack and I searched Mr. Brown incident to and placed him back into Ofc. McCormack’s vehicle, where he was then transported to CCDC.

CRN was issued. Lethality was read, but Ms. [VICTIM #1] did not screen in.

The supervisor was on scene and notified.

A detective was notified and appeared on the scene.
