On 03/17/2026 at approximately 2038 hours, while in full uniform with badge displayed and parked at the intersection of Barnard Ramp and W. Bay St., I was flagged down for a DISORDERLY PERSON.

Disorderly Conduct

An off-duty Ft. Lauderdale firefighter, Mr. [WITNESS #1], informed me that there was an intoxicated individual wearing a white hat on Williamson St. causing a disturbance by throwing up his hands and attempting to fight multiple people. He pointed out the individual causing the disturbance, Mr. CARSON W. REESE. I had previously observed Mr. REESE yelling at two separate groups of individuals who said that they did not know who he was. One of the groups said that he got kicked out of a bar because of Mr. REESE who appeared that he wanted to fight.

Conclusion

I placed Mr. REESE in handcuffs and informed him why he was being arrested. While escorting him to the St. Patrick’s Day Festival Command Post, I could smell the odor of alcoholic beverage coming from his person; several officers at the Command Post also smelled the same odor.

Mr. REESE continued to act disorderly by yelling about his “freedom of speech” and directing racial slurs toward people in the crowd. He was placed in a marked patrol unit at the Command Post, then transported to the Chatham County Detention Center by additional units. He was also charged with Public Drunkenness.
