On 06/28/2024 I was dispatched to [70 BLOCK] Highlands Blvd in reference to a Hit and Run.
Upon arrival on scene I made contact with the Unit 2 driver, [VICTIM #1]. Ms. [VICTIM #1] advised that she was traveling on Jimmy Deloach Pkwy and attempting to make a right hand turn onto Highlands Blvd. Ms. [VICTIM #1] stated that the Unit 1 Vehicle was making a left hand turn onto Highlands Blvd and the two almost wrecked while negotiating who should have went first. Ms. [VICTIM #1] then advised that she continued traveling on Highlands Blvd when the Unit 1 Vehicle began to drive aggressively and attempted to go around her and side swiped her vehicle. I found minor damages to the left driver side near the tire. There was no air bag deployment or injuries to report.
While speaking with Ms. [VICTIM #1] she advised that she had a picture of the vehicle. Ms. [VICTIM #1] provided a picture of a white Honda Accord displaying a Georgia Tag [REDACTED]. Ms. [VICTIM #1] stated that a car in the parking lot looked like the vehicle that hit hers. I approached the vehicle and made contact with the Unit 1 Driver, Chanel Judd.
I asked Ms. Judd how long has it been since she drove her vehicle and she stated that hit had been about 30 minutes. I then explained to Ms. Judd that I was there for a Hit and Run call and asked if she was involved in and accident. Ms. Judd stated that she wasn’t. I checked the vehicle and saw that the tag of the vehicle was the same as the picture from Ms. [VICTIM #1]’s pone. I asked Ms. Judd about the damages to her vehicle and she advised that the damages were old and from hitting a deer previously a couple weeks ago. When asked again about the accident, Ms. Judd stated that she didn’t get in an accident but did have an incident where she went around a car. Ms. Judd advised that the vehicle cut her and then began to slam on their breaks to annoy her, so she went around the car.
I asked Ms. Judd could she provide me with her insurance information. Ms. Judd was unable to provide active insurance and after running the vehicle through GCIC/NCIC, it was found that the vehicle had no valid insurance or registration.
Do to the similarities in stories, The vehicles had damages and photo provided, I found Ms. Judd at fault for Improper Passing in accordance with the OCGA 40-6-44. Ms. Judd was arrested for 40-6-27(a) Hit and Run, 40-2-8.1 Expired Registration and 40-6-1 No Insurance. Ms. Judd was transported to MMC for clearance. Ms. Judd was then transported to CCDC.
Ms. Judd was given a Vehicle Crash Information form and advised on how to obtain a copy of the reports. Ms. [VICTIM #1] was issued a CRN and advised on how to obtain a copy of the report.
