On 14 March 2026, around 1600 hours, I received a complaint of a dog being locked in a Black Chevy Silverado by a concerned citizen, in the back of the Tanger Outlets parking lot. The temperature outside at the time was 81 degrees farenheit with no cloud coverage. I located the vehicle with a GA Dealership Tag Number [REDACTED] with the windows cracked and the dog sitting on the armrest. The vehicle was parked in an unshaded area. There was not a water bowl present. The amount of airflow provided with the windows cracked would not be sufficient enough to provide cool air for the dog given the current temperature at the time. The dog was pacing to the armrest and the floorboard seeking to find the coolest area for comfort.
While also viewing in the vehicle, a firearm was sitting in the center floorboard of the front seats in plain view.
Pooler Fire was advised and arrived at 1624 hours and conducted a temperature reading at 1627. While conducting a temperature reading in the vehicle, the dashboard reading 103-105 degrees, the seats, read 94 degrees, and the floorboard reading was 87 degrees.
Nearby cameras were viewed and seen Christina Scott exiting the vehicle at 1545, going into Tanger Outlets. Scott did not return to the vehicle to check on the dog until 1800. When talking to Scott she stated that herself and her family was at Dave and Busters with no intentions to return. Scott then stated she returned to the vehicle to check on the dog in the time frame I was sitting with the dog but Scott was not seen. Scott stated she did not believe she was in Tanger Outlets that long, but slightly over 2 hours elapsed before she returned. Scott was placed under arrest for cruelty to animals.
Scott was handcuffed, double-locked, and checked for fit, then placed into the back of Ofc Davis’ patrol vehicle and seat belted for safety. Scott was then transported to Chatham County Detention Center, where she was turned over to the on-duty jail staff for booking.
