At approximately 00:24hrs on 21 JAN 2026, I was dispatched to [900 BLOCK] Carter St in reference to a domestic violence incident in progress. Per the 911 call notes, the complainant, later identified as Ms. [VICTIM #1], was reporting that her husband, later identified as Mr. Daniel Pulley, was having a mental health crisis. The call notes went on to say that Mr. Pulley had a gun, that he had struck Ms. [VICTIM #1] in the face, that Ms. [VICTIM #1] was in fear for her life and ran out of the home, and that Ms. [VICTIM #1] was worried about the safety of an 8 year old child still inside the home.
Upon arriving on scene, I staged a short distance away from the home in order to begin setting containment of the suspect and child while I awaited the arrival of additional units. While I was staged, a blue 2013 Hyundai Sonata exited the driveway of the incident address and turned in my direction, heading north on Carter St. As the vehicle passed, I was able to visualize a black male driver and an approximately 8 year old female in the back seat.
I made verbal contact with the driver and he stopped in the area of Carter St/Chambers St. The driver said he and his wife had gotten into an argument, and at this time I presumed he was Mr. Pulley. I ordered Mr. Pulley to exit the vehicle and he complied. I detained Mr. Pulley in handcuffs at this time as additional units arrived on scene. I escorted Mr. Pulley to my marked patrol vehicle and then secured him in the rear seat. Of note, upon later query of Mr. Pulley’s identifying information, it was discovered that his driver’s license status was “cancelled.”
I returned to the suspect vehicle and made contact with the child in the backseat, identified as [WITNESS #1]. [WITNESS #1] told me her mother and father had gotten into a verbal altercation and that she and her father were now on their way to the park. [WITNESS #1] told me she was safe with her father. I did not observe any indications of injury or emotional distress to [WITNESS #1].
Ms. [VICTIM #1] then walked to the scene. Upon seeing Ms. [VICTIM #1], I immediately observed swelling around her mouth and dried blood on her face, hands, and shirt. Ms. [VICTIM #1] informed me that Mr. Pulley has been diagnosed with schizophrenia and bipolar disorder, for which he is prescribed medications that he has been non-compliant with for about the past year. Ms. [VICTIM #1] reported that she and Mr. Pulley were talking tonight, when the topic of money, which is an emotional trigger for Mr. Pulley, was brought up in conversation.
Ms. [VICTIM #1] said Mr. Pulley became upset and shoved her to the floor (twice) when she tried to leave the room. Ms. [VICTIM #1] reported she was then able to get out of the room and into their bedroom. Ms. [VICTIM #1] told me that Mr. Pulley followed her there, where he then accused her of lying and allowing her mother to steal their money. Ms. [VICTIM #1] said Mr. Pulley began yelling and cursing at her, and then struck her one time in the face with a closed fist. Ms. [VICTIM #1] reported Mr. Pulley then began saying he was going to kill himself and asked her if she wanted to die with him.
Ms. [VICTIM #1] told me that Mr. Pulley then went into a closet, where he possibly stores his gun, and that she then ran out of the house. Ms. [VICTIM #1] reported [WITNESS #1] was asleep at the time of the altercation. Ms. [VICTIM #1]’s injuries were photographed and those photographs were uploaded to Evidence.com. Ms. [VICTIM #1] was provided with a case report number card, oriented to its content, and specifically shown the list of domestic violence resources inside.
After I concluded my interview with Ms. [VICTIM #1], I returned to my patrol vehicle. I noticed Mr. Pulley was striking the inside of the car. I rolled down the window and asked Mr. Pulley what he needed, and Mr. Pulley informed me the handcuffs were too tight. As Mr. Pulley had been cooperative to this point, I allowed him to step out of the patrol car so I could adjust the handcuffs and make him more comfortable. As I was attempting to adjust the handcuffs, Mr. Pulley began suddenly pulling away from Ofc Wise and I, seemingly trying to run away.
Ofc Wise and I restrained Mr. Pulley and, when Mr. Pulley realized he was not going to be able to run away, he then threw himself on the ground and began repeatedly striking his head against the asphalt. Ofc Wise, Ofc Solorzano and I attempted to prevent Mr. Pulley from doing this, but he continued thrashing his body (275lb) on the ground and using his strength to forcefully resist our efforts to prevent him from harming himself.
During this struggle, Mr. Pulley kicked Ofc Solorzano in the right leg multiple times, bit Ofc Wise’s foot, repeatedly screamed, “f*ck you b*tch,” and yelled for his brother to “kill these motherf*cking crackers, man.” Due to Mr. Pulley’s psychiatric history and active aggression/resistance, an advanced life support EMS unit was requested to the scene.
The paramedic who arrived administered sedative medications to Mr. Pulley (see EMS patient care report) and we then escorted Mr. Pulley onto the EMS stretcher. While being secured on the stretcher, Mr. Pulley spat on an EMT. EMS then transported Mr. Pulley to Memorial Medical Center’s emergency department (MMC ED) with Ofc Martinez, Ofc Carpita and I escorting them.
Mr. Pulley was evaluated/treated at MMC ED and then discharged. After being discharged, Ofc Carpita and Ofc Martinez transported Mr. Pulley to the Chatham County Detention Center (CCDC) while I followed them. Upon arriving at CCDC, custody of Mr. Pulley was transferred without further incident.
